After.many delays due to the fact  that it was being used to a certain.extent as a. political football, the con-  tract'was finally signed in Ottawa on  Wednesday by Hon. F. B. McCurdy.  Minister of Public Works, authorizing  John Coughlan, & Sons.to build the  new drydock here, which will cost approximately 13,500,000, and on which  the builders will receive the government subsidy amounting to 4*4 ,-per  cent, annually. -_* . VICTORIA, Oct. 28.-fTenders are  now being invited by the Provincial  Department "of Public Worlts for the  construction'of a sew court house at  Prince Rupert, B. C. Tenders must be  in the hands' of the Minister of Public  Works not later than November 25.  Plans and specifications can be seen  by ■ application to' the Government  agents at Vancouver and Prince Rupert, and at the Public Works Department, Victoria, any time after November 4.  The building to be erected at Prince  Rripert, it is estimated, will cost in the  neighborhood, of $400,000. CONTRACTORS NEARING  COMPLETION OF WORK ON  NEW WEILER BUILDING  VICTORIA, Oct. 28.—Rapidly approaching the final stages, of completion, the Weiler fJuilding, occuping  the northwests corner .of. Douglas and  Broughton streets, stands out asr one,  of the most imposing business blocks  to be. erected in Victoria in recent  years. The'contractors, Messrs. The structure has  been roofed in and the Interior is  ready for lathing. At the present rate  of progress the school will be ready  for occupancy by the beginning of  the year.  The cost of this building is "estimated at $45,000.  The following sub-contracts have  been awarded in connection with the  Courtenay school contract:  Electric Wiring—C. S. Wood, Courtenay. NOT   HOW   MUCH   WILL   IT   COST,  BUT  HOW  MUCH   WILL  IT  SAVE   IN   OPERATION?  "I won't buy it," said the contractor,  looking at a bit of needed equipment.  "Why not?" asked the salesman.  "The cost is too great. Why you  arc asking me twice as much as I  would have paid five or six years ago  for a similar piece of machinery. I  won't buy it. That's my decision. It's  Insl."  "All right," said the salesman who  was wise and knew human nature.  "I'm not going to ask you to buy it.  But when you get back to the office  I .wish you would sit down with ,a  pencil, and do a little figuring. Don't  figure how much money you might I  have saved by buying it five years ago.  As a matter of. fact you didn't buy it  then, and pre-war costs do not enter  iato your problem at all. Your problem deals entirely with, the present  and the future. I want you to decide  whether it would-be. a good, investment NOW. Whether it would save  enough money NOW at present cost  to pay for its installation? If you decide it isn't a good investment, don't  buy it."        ...  The contractor acted on this suggestion. In' the quiet of his office,  after the "office help" had gone home,  he reached certain conclusions. First,  he,decided that so far as human foresight can determine, prices are not  .going back to pre-war standards «b-  j tirely for a long time. Probably  never. It will take not one generation,  but two or three, fo clear away the  bond issues created by the war. As  many of them expire they must be met  by refunding bonds in one form or  another^ The war is over. Pre-war  prices are water over the dam, he concluded.    Lets forget them.  Now about the immediate future.  It is true that as production catches  up with'consumption, and our railway  and election snarls get untangled,  material and equipment prices will be  regulated by the cost of production,  fc many instances they will be reduced. The law of supply and demand,  which has forced them to great  .heights, will be in operation.  Then our friend, the contractor,  thought about present labor costs, and  though it made hirrn wince to do it, he  looked over the office records and saw  what he was paying building mechanics and building laborers today. He  did a little figuring to determine how  much work the equipment would do,  and what it would save him on his  payroll. He considered that not onl>  have wages advanced, but there is a  marked production decrease on the  part of labor.  Suddenly he struck his desk a resounding whack with his first.  "By the great corrugated concrete  pipe," he exclaimed in a burst of denatured profanity. "I ought to be rated  pretty close to zero in business judgment if I failed to buy that machine.  It will cost me twice as much as it  would have cost me before the war,  and it will save me three-times as  much money."  " This applies to many a building contractor at the present day.  (Continued from Pago 1)  westward of the P. Burns' abattoir,  and to. the east of the sugar refinery.  The dock, which will be a combination  of class 1 and 2, but capable,of being  extended later into a class 1 dock,  will have a present total length of 750  feet, and will be able to handle any  vessel operating on the Pacific.  The plans allow for a landward extension of tlie dock up to 400 feet  which extension would bring it into  the first class. The length from  caisson, stop to headwall will be 725  feet, and from back of sill to head-  wall 700 feet.  The clear width at the entrance is  to be 106 feet 2% inches, and at the  bottom 100 feet. The depth over the  sill at extreme high water will, be  32.23 fee!:, at average high water 30  feet, and at average low water 17 feet.  The width at cope level will be 119  feet. The dock floor will be 4 feet 6  inches below the level of the sill and  will have a fall of 6 inches from the  center to the side drains.- A floating  caisson will carry, motors and pumps.  There will be an excavation of approximately 114,000 cubic yards in  preparation for the foundations - and  S0.OO0 yards of this will be solid rock.  Runninng parallel to the drydock  will be marine ways capable of hauling out vessels of 9,000 tons deadweight. The basin of the slipway will  be excavated out of sandstone with a  length of 750 feet and a breadth of  72 feet. The clear depth over the  cradle at the lower end will be 18 feet.  The purchase and hauling capacity  will be 3,200 tons.  Samples of high grade gold quartz  ore are being brought in by prospectors returning from the Georgia river  district. • The Georgia river flows into  Portland canal, 17 miles south of  Stewart.  A test by the Tacoma smelter of  Poplar creek ores gave 24 pounds of  arsenic to the ton. This oro will pay  to mine for the arsenic alone, without  taking into consideration the gold  values.  A strike of rich ore has been made  at the Dolly Varden during some diamond drill operations. The** ore is  very similar to the high grade taken  out in the main workings and is down  somewhere about the 500-foot level.
