C. Dufresne, an additional sum  jof at least $130,352 is needed in order  to bring the "Ellis and Penticton creek  mains and reservoirs up to their proper efficiency and provide an adequate  supply   during   the   dry   spell   in   the  summer months.   The reeve and council will meet shortly to consider the  report and the' advisability-'of submitting a bylaw to the ratepayers at the  coming annual elections.  NEW WESTMINSTER (Special)—  Tenders for the construction of the  new city market buildings and plant  on the, Tenth street site recently  chosen by the ratepayers, werefopened  by the city council on Monday evening. Prom, a number of local and outside bids on the work, it was found  that the tender of-the Dominion ^Construction Company of Vancouver, -.was  the lowest. CONTRACT AWARDED  FOR   LOGGING   RAILWAY  NEW WESTMINSTER — Monday  morniug in Vancouver the contract  was let for the construction of five  oiles of logging railway in the Port  Haney section of Maple Ridge municipality. The successful tender was  •     # .....      ...  from  the Northern  Construction  Co.,  of Vancouver, the contract being signed on  behalf of the  Miami  Corporation, owners of valuable timber limits  In the Lillooet district of Maple Ridge,  I'nowii as Limit "W." Johnston,  ! their western  representative, and associated   with  Mr.  Johnston  was  Mr.  i.Nels  Lougheed,   of    Abornethy-    and  Lougheed,    logging    operators,    Port  Haney. •  yThe contract calls for the expenditure of ?400,000, the building of five  miles of logging railway.  NEW WESTMINSTER  PLANS  . MUNICIPAL GAS PLANT  NEW WESTMINSTER—The city  council will be called on to decide at  an early date whether the city will  build a municipal gas plant or offer  some inducements to the' Vancouver  Gas Company, or the. B. C. Electric to  erect a modern plant in the Royal  city." The ratepayers some time ago  voted in favor of the 'establishment "of  a municipal gas plant, and .the citj'  sold municipal bonds amount to some  $G0.O0O for that purpose. But since  then the situation has been somewhat  complicated by the fact that during  the war years the money obtained  from the sale of the gas plant bonds  has been used up for urgent local improvements.  Saveral of the aldermen are strongly in favor of giving a private company some Inducement in the way of  a franchise to come in and build a gas  plant, thereby relieving the city of  the necessity of raising further funds  for that purpose, as it is conceded that  tlie original sum voted for that purpose and raised by debenture sale  would not be sufficient now, in view  of the much increased cost of building materials. A decision as to the  council's policy in this respect will  probably be made at the next meeting  of the city council, and it is possible  some arrangements may be made with  a private company in time to submit  a franchise agreement to the ratepayers at the coming annual civic .elections. ATTRACTING  MUCH   MOTmEY  AS WELL AS MANY NEW  SETTLERS  One of the factors which will increase British Columbia's prosperity  during the next decade or more will  be the number of. new settlers^ from  Great "Britain. And whatever the increase in the prosperity of the province from this cause, Vancouver will  share to a very large extent     ,-  There will, be two main classes of  the new settlers:. Those with a sub-  stantial amount of capital for investment in - industry or business; and,  those who intend to make their, way  without much capital to begin with.  It is significant of the heavy immigration .which is to be expected that r{etq-  ords.kept In London, England, show'  that during the last 18 months wealthy  settlers came to this province from the  mother country witb/capital aggregating more than $12,00^.000, .while'hundreds emigrated ;to British Columbia  with capital ,less than f 5,000 "each.  Immigration to this province of set- j  tiers with large sums of money to in-  [ vest is: due in-some measure to the  heavy burden of'taxation whfCh'has  to be carried in Great Britain, hut to  a still greater extent to the fact that  it has become pretty generally recognized that British Columbia offers exceptional opportunities to the man  -with either small or large capital; opportunities not only to make money  but to make it under the most desir-  a'ble of living conditions. That Brit-  ichs«Columbia's opportunities are now  so well known is to a very large extent due to the manner in which the  40.000 soldiers who went from west of  the* Rockies talked of their home province.. Every British Columbian was  a booster for the province.  There is another angle to. the im--  mediate future of the province that  promises a large influx of visitors' and  tourists, not" only from the Canadian  middle-west but also from all Western American states. That is the fact  tliat as a result of the voting last  Monday in three western and one  eastern Canadian provinces, British  Columbia is now the only prospectively "wet", oasis in. a continent-wide  "dry" Sahara, as far as the official  anil legal sale of liquor is concerned.  Some will perhaps consider this a  very doubtful sort of an attraction for  tourists-and visitors, but the fact remains' that the wise ones among  transportation officials and tourist-  handling concerns "are making then-  preparations for handling crowds  next summer that. will surpass, anything in pre-war days, or any other  period in the hi-itory of the province,  one thing is certain, the vote of the  people on October 20 will form an added incentive to many of the prairie  vlBltors to stay in B. C. and spend  their money rather than to go down  to California for the winter months.  with thirty-four first prizes, including  the Scott Exhibition and Prize, MatLS  matical Exhibition and Prize, General  Electric Scholarship .and Prize, British Association Exhibition and British  Association Medal and Prize.  Mr.. Foreman had a distinguished  athletic career, and after graduating  he travelled for one year, getting  business education in Toronto, 1904-  1907. He became Secretary and Manager Concrete Engineering and Construction Co., Vancouver, 1907-1909;  then member of the firm of Dutcher  & .Foreman, ' Consulting Engineers,  Vancouver, 1909-1910. He was Resident Engineer in charge of Construe-.  tion of Hydro Electric Power Development at Revelstoke, B. C, . 1910,  and Supervising Engineer Dallas  Road Seawall for City of Victoria and  Provincial Government,^ 1910; Construction Engineer on Smith's Hill  Reservoir, Victoria, 1912; Assistant  City Engineer, Victoria, 1912-1916.  Mr. Foreman is well known in connection with Canadian Club work, and  was first Vice-President Canadian  Club for two , years, 1918-19 and  1939-20.  At present Mr. Foreman is President of Canadian Goods Roads Association; Chairman Victoria Branch  Enginering Institute of Canada; member of Council of the Association' of  Profesional Engineers of the Province; member of Council McGill  Graduates Society, Montreal, and  member of Executive of Convocation  of the University.  Grant & Llneham, and the remodelling will include the entire, front of  the block to conform, more nearly to  accepted ideas of bank architecture.  The Imperial Bank of Canada at the  corner of Yates and Government st,  will shortly increase its floor space  by taking in. part of the adjoining  building occupied by the J. N. Harvey  clothing firm on Yates street. It is  •xpected that a local architect will  be commissioned shortly to prepare  these plans.  The Merchants Bank or Canada at  the corner of' Yates and Douglas  streets, is also contemplating an extension of some kind in the near  future. The'exact plans for this have  not been decided on yet but will be  arranged in the near future.  Plans are now nearing completion  for the addition to the premises of the  Canadian Bank of Commerce at the  southwest corner of Government and  Fort streets. The new addition will  run right through to Langley street  on the west, and both floors of the  annex will be used by the bank, the  upper floor being devoted to accommodation* for the bank employees. Of this sum  $25,000 is to be for the club or community; building proper, and an additional $5,000 is to be for the suitable  furnishing and equipment of the preinJ  ises as a community club structure.  All the organizations represented  pledged themselves to assist-in the  raising of this sum. It was explained  that the $25,000 is the outside figure  for the erection of the club building  on the site already provided, and this  sum would assure the very best of  materials and -finish for the structure.
