NEW WORK- CONTRACTS LET SAFETY FIRST AND ALWAYS No amount of safety devices will «ver totally overcome human carelessness in the matter of accidents. It is a regretable fact that the presence of safety devices .often increases the disregard of caution. Very often ve think, that where safety devices are present .there is no need of care. The number of accidents in ordinary occupations have ben reduced in all their classifications, but still 80 per cent of the accidents are due to carelessness. It is very rare, for instance, that the owner of a new building or anyone not used to it is ever injured in climbing about during its construction. The t ■ reason is that they are unused to it THE FOLLOWING TABLE SHOWS BUILDINGS COSTING $5,000 OR OVER, ON WHICH CONSTRUCTION UNDER WAY, OR ON WHICH CONTRACTS HAVE BEEN LET BUT CONSTRUCTION NOT YET STARTED. Usually it is the workman who is injured—the one used to climbing about a new building as a matter of everyday occupaton. He finally becomes so used to it that he fails in even . ordinary precaution. Proof of this is found in the fact that sailors ■ and seafaring officers'.' declare it is never tlie"novice1''"who"falls'■"and is injured in climbing about the rigging, boats, and on and off decks and j Residence docks. It is usually the old sailor j ^i^'^I who is doing it every day of his life and by his one time failure to use care, meets disaster. A notable instance of this carelessness in the use of safety devices occurred recently' at Columbus, Ohio, where everyone who has ever visited that aity will remembe|- the old union station. To reach this station and the trains, everyone had to walk over the tracks to and from the trains. There were hundreds of trains eacli day and thousands of persons crossing the tracks, but not in the m'emory of the oldest employee of the station was any one of them ever killed or injured. The reason was that all recognized the clanger. All were careful in crossing the danger zone. Then, recently, when the new station at Columbus was completed and opened there were stairways leading down to the trains so that it was no longer necessary for anyone to cross the tracks. Yet this new station had not been opened 30 days until two persons were killed—one a passenger and the other a railroad employee. They were careless and ignored all physical devices of caution. Of late years there are fewer accidents in the hazardous occupations than in the ordinary ones. Considering the hazard .involved, there were relatively few casualties in the production and handling of high explosives, despite the hundreds of thous- nds engaged in that work during the war years.
