Without -any* desire to be  in the slightest' degree' derogatory to  the  former  persottne.'of '•' the ' harbor  board, it was generally conceded-- that  it did not* comprise- the bfl_t possible  selections  for such >an important administrative - body.. as  one  controlling-  -fruoh an important-port as this*is destined to be.    With the addition of the  two   new    soldier-engineer-  members  howpver,' there  is  not only  practical  experience available on the board, but  it would be hard to'get three better  •qualified  men  to direct the  carrying  out of the big programme of improvements in connection with the expendi  ture of some $5,000,000 in harDor ae-  "Velopments than the trio of men who  .now    comprise    the    harbor   commissioners.  Incidentally, the appointment of the  two new members meets with the  neartjr endorsatipa of the B. C. Technical'Institute, as-it follows* the general  recommendation of that body'that only  technically trained men should be appointed to such positions as these  which call for special'and technical  training.  •In Col. G. H. Kirkpatrick, D.S.O., former O. C. of the 72 Seaforth Battalion, the harbor board has an able  chairman. For in addition to being a  Teturned soldier and' a civil engineer  of wide experience, Col. Kirkparlok  has a thorough knowledge of local conditions and■■ knows the present shortcomings of Vancouver's harbor as well  as the best features of "other ports on  the Pacific.  Major A. R.. Mackenzie, the other  new appointee to the board, is also a  soldier who has rendered valuable service to the empire overseas as a member of the Canadian Engineers. He  too is a civil engineer by occupation  and for a number of years has specialized in hydraulic and electrical construction work. He has supervised  and carried out a number of important  hydraulic installations in Europe and  South Africa, and one of the latest undertakings which he carried to- a successful conclusion was the big dam  and power plant of the Western Canada Power Company at Stave River  falls. , *  The government paid a decided and  merited compliment to Mr. Sam Mc-  Clay, in re-appointing him to, the  board. He was the only one of the,  three former'members of the board  so honored. Mr. McClay possesses  much practical experience in construction work, particularly in masonry  and concrete, and besides he-has-made  a> deep* study of the port development  question and has a wealth; of- valuable  information ;at-his finger-tips. ;  With such a well qualified and nicely j  balanced board, great things  may be  expected in the way of capable administration   and   expedition   in   carrying  out the contemplated improvements.
