ALDERMEN MAY CUT CITY BUILDING DEPTARTMENT A request that the council continue the services of Mr. Kayll, supervising architect in charge of the erection of soldiers' homes, in the city building department, for at least a.couple of months longer, was made by City Building Inspector Bird to the city council at its meeting on Monday, and the request, which was supported by concrete evidence that Mr. Kayyl's services were very much in demand, did not meet with a very enthusiastic reception by the aldermen. The Taylor Engineering company is .planning the erection of a 3,000-Lon ore bunker at the wharf at Alice Arm to facilitate shipping. The railway is transporting 150 tons of ore daily from the, Dolly Varden mines to tide water. The Evening Star and. Nugget mines located on Dayton creek seven miles from Slocan city, are being operated again. A shipment of ore made from the'Evening Star two years ago ran 347 ounces of silver and $23 in gold to the ton. Litigation for the possession of the Bullion placer mining property at.Bar- kerville, B...C, has been decided by the privy council in favor of Mr. Ward. NOW IT'S THE "RENT HOG." Vancouver is not the only Canadian or American city that views the prospect of having soon to deal with,.that "Well-known specimen of profiteer who is lately coming into unusual prominence, the "rent hog." In New York, Chicago and Cleveland in the east, and Seattle and Los Angeles in the "west, the actions of the "rent hog" are proving an active cause of agitation against the high cost of living, and in several of these cities the "rent hog" is coming in for attack in official quarters with a prospect of having his wings clipped by a municipal ordinance. An interesting sidelight on the situation in Cleveland is presented by the city rent agent of that city who says he believes "the unfair increases will be stopped within a year," but adds: "It is the opinion of the real •estate .board* that the .'shortage} of houses and apartment will increase, this fall and winter; and the-statement has also been made here that there is no relief in sight for three years." The city councils and special grand juries of several eastern cities have decided to investigate the prices of lumber and other building materials, while in Cleveland a bill is being prepared now for presentation to the state legislature" limiting the gross income from tenements to 15 per cent, and the net income .6*12 per cent. The; real solution of the present high rent situation is touched by the statement of the Cleveland city rent agent, previously quoted. More, houses • and apartments, constructed as quickly as possible and irrespective of whatever disadvantages may apply, to the particular field, will check a possible building famine and put.a damper on excessive rents. The situation' that confronts most of the large eastern and Pacific coast cities is not unlike tbe outlook in Vancouver. And ' of Vancouver this fact is known—as the fall and winter advance the pressure here for house accommodations will he greater than any other city in western Canada of which any information is available. It behooves builders and investors to remember this. CANADA'S LARGEST ENGINEERING PROJECT Hydro-Electric Power Commission Carrying on Wonderful Power Development Work at Niagara Falls—A Second Panama Canal Operating the largest shovels in the world, and reversing the flow of a river, the Hydro Electric Power Commission of. Ontario is carrying on an enormous engineering project at'Niagara Falls, practically without the use of steam, There are many startling phases to this work, which is the largest engineering feat attempted In the -.omihion'O- Canada, and the biggest engineering job " at present being carried on in the North American continent. In order to get water to the new power house which will be erected just- above Queenston, the Commission will utilize four and a quarter miles of the "Wei land Kiver men present a striking picture. The weary householder painfully feeding the furnace, shovel by shovel, from the ton or two o'f coal, his -winter's supply, will marvel at the enormity of the electric shovels which pick' up from eight to ten tons of material, lift it 70 feet into the air and deposit it into w-aiting cars, all within the short space of 40 seconds. Trains, hauled by electric Iocomo- tiyes, convey the mud and clay to the dump at St. David's. The boulders and .rock from the canal are borne away to the stone crusher on the cliff above Queenston, and converted into material for roadways, rai'road roadbed and riprap which v ill line the shores of the canaL '■/ HYDRO ELECTRIC DEVELOPMENT WORK at NIAGARA fcJ*fc*i.S3il | e-lGCt'riC T«»t*i BE-SO1 LCWDED""]"" causing this sluggish, stream to flow backward and to take, water from the Niagara River instead of emptying vinto it above the Falls. Con- . necting With the "Welland River is a power, canal, stretching from Queenston and encircling the city of Niagara Falls, Ont., which .will be eight and a quarter miles long when completed. The original survey for the Niagara' development was made in* 1914, and the construction work be- gun in May, 1917. The commission expects to have the new- plant •■■In working order in 1922. War conditions ". handicapped the engineers, but this year's operations were begun on a*gigantic scale. A trip over the right of way will impress the observer- with the vast scope of the undertaking which, in its completed state, will cost approximately $27,- 000,000.00. Two miles above th© brink *of Niagara Falls a steam dredge is gnawing away at the channel of the Welland River, removing in generous chunks-th. river bottom and a portion or.Hog Island, which guards the entrance to this historic creek. The lone dredge and its attendant tugs are the only pieces of-equipment engaged on the entire Niagara development which are not owned by the Hydro-Electric Power Commission. They, with six or seven switch engines, are the only apparatus in use on the development which require steam in their operation. Even the drills employed on the rock deposits of the canal right of way are operated by air, electrically compressed. A mile or two inland a huge clamshell swung from an aerial cableway, drops into the river and then emerges, bringing with it generous bites from the river bottom, which are deposited on the river bank at the foot of the tower from where the operator directs the activities of the clamshell. Deposits of earth and clay along the north bank of the river reveal the effectiveness of the clamshell in this particular portion of the development. A short ride from Niagara Falls over new roadways built by the commission from crushed limestone removed from its right of way, brings one to the canal proper, where the activities of huge electric shovels, electric trains and gangs of The stone crusher, which has at capacity of ,4,000 cubic^-ards, is well worth a visit. The rocks from the excavations are cast into a trough opening into gigantic steel jaws which grind and munch,,jbreaking the largest pieces into smaller bits that are carried away on a belt con- veyori A series of crushers reduce the rocks, to a;form where they may be utilized for building purposes and •stored for future use. ' " * *V Fifty-five miles of railway, all electrified, and tapping five trunk lines, are required ; in the construction work on the development. On this railway the commission has in operation more electric locomotives than any railway system in Canada. At present 2,000 men are employed on the big job. These men are housed and fed by the commission. A surgeon, an ambulance and a hospital maintained by the commission are at the disposal of the employees in case of accident. The adoption of the newest safety devices has minimized the danger of accident on the development, and the commission has devoted a great deal of time to safety first propaganda in order to safeguard the men^'in its employ. About 2,500 acres, or 50 per cent, of the lands acquired by the commission for its right of way, have been converted into farms, and the produce from the farms is sold to the employees of the commission. The com- • mission maintains its own telephone system on the development, and it has connections throughout the province. Garages, machine shops and office buildings line the right of way. By establishing its power house at Queenston the Hydro-Electric Power Commission is enabled to take advantage of the full drop of both Niagara Falls and the Gorge, a total drop of 305 feet, affording 100 per cent, more electric power from the same amount of water. The largest electric units in the worl-!. ■'5 5.00 0 horsepower generators, will be installed in the power house, to produce electrical energy for d.i'-tribution throughout the Province"*'of Ontario. This great work is a striking example of the big vision and initiative of Sir Adam Beck, under whose direction the commission carries on its functions. The Record subsequently evolved into the Journal of Commerce. |
