Property ownership represents an  outstanding desire in the community  mind just now, though, it is evident  from the communications reaching the  Record and opinions expressed to leading: architects, that many persons anxious .to proceed with "homes of their  own are not finding them easy to finance just now. When  ' the same person looks to purchase a  home- already built, either a new one  or one several years old, he is asked  to pay either all cash or. a sum so  large that it threatens to keep him  indefinitely in the renting class.  This state of affairs has been informally  discussed  at committee  meet-  ' ings of the Board of Trade several  times of late and also by the -Institute  of Architects, and it is probable that  in the case of the Board of Trade at  least, a special committee may be appointed shortly to tackle, and if possible, solve this very problem. It is  possible that relief from this vexing  problem might be secured by bringing  together   in   conference   the   /various  > business elements concerned in building, from the banker to the man who  sells the material and the man. who  owns the lot, and from them hearing  views out of which may be worked  some Plan of constructive benefit.  Such a plan would have undoubted  merit and deserves unstinted support.  No one questions the fact that Vancouver—as is the case with practically every Canadian community—needs  more home owners. And should any  considerable number grow out of such  a conference or result from tlie efforts of any public-spirited public body,  the prestige of that body would be  tremendously enhanced. Public Work* Contractor*  and Engineers  ESQUIMALT  MAY  HAVE'  NEW  MUNICIPAL HALL  ESQUIMALT—The council Tuesday  night decided to submit a by-law providing for the issuance of twenty-  year bonds to the value of $25,000,  which will cover the erection of a  Municipal Hall, including accommodation for police and fire department and  j cells for prisoners in the basement.  The by-law for better fire equipment  will be for $20,000, making $45,000 altogether, which , the people "will be  asked to approve of raising.  That the by-laws are sure to pass  is taken for granted as the residents  of Esquimau have for a long time  complained of the unsightly and undignified structure at present forming the administration building of one  of the -chief municipalities in the  group surrounding the capital of the  Province, as well as being one of the  most favored in various ways.  NEW    CANNERY    PLANNED  PRINCE RUPERT—Negotiations are  under way between."the city and thej  G.  T.   P.  and  the American   Canning  Company   to  build   a   northern   plant  here.  ERECT NEW FACTORY TO  MAKE CUT-TO-FIT HOMES  NEW WESTMINSTER—With the  object of meeting the pressing demand  for moderate priced houses that exists throughout the entire Canadian  west, the recently rje-organized Cut-To-.  Fit Buildings Company, Limited, of  this city has purchased a new site on  the Fraser river and will at once com-;  tnence the erection of a factory to  manufacture cut-to-fit buildings on a  large scale. The hew site for which  the company's officials have just closed the deal, comprises W acres and is  located on the Fraser near the old \  Liverpool wharf, about one mile above]  the Fraser river bridge. The site has  a frontage of 800 feet on the river  which with a landing there which is to  be improved to a deep-water wharf,  will give'ample facilities for shipment  by water. Excellent rail connection  is also provided by the Canadian  National Railway system which -also  passes through the-property, and from  which a spur linens to be laid to the  new factory site ai once for the bringing in of plant and machinery.  It is expected that the plans will be  ready to call for tenders in*the course  of the next fortnight,' and the contract will be awarded by the middle  of November at the latest.  day of October, 1919, for the erection  and completion of a two-room school-  house at Kimberley, in the Cranbrook  Electoral District, B., C.
