STARTS WORK ON 12 STORY  STRUCTURE IN NEW YORK  TO COST TWELVE MILLION  SEATTLE (Special)—Of much interest to Pacific Coast building interests was the announcement last week  that- S. W. Straus & Company, one  of the large New York financial and  cecurity houses, has started work on  its $4,000,000 12-story stone building  at 'Fifth avenue and 46th street, New-  York.  The announcement, :i was said  here, meant much w lien coming from  a firm which does such a vast business in underwriting of first mortgage serial bond issues on new industrial plants,' apartment houses, office buildings, etc. As explained by  S. ' *    ,  The , construction   of   the  addition  alongside  the   present   building   was  made possible by the purchase recently by the bank'of the adjoining property    running    through    to    Langley  street.    The two upper stories of the  main building are to be torn out and  remodelled,   and   the   whole    of    the  building used entirely for banking purposes, instead of some of it being rented to tenant? as at present.    The Victoria Clearing House will have quarters in the upper floor when the remodelling is completed, and quarters  for   the   staff,   including  lunch  room,  dining  room,  dressing  room   and  recreation   parlors,   will    be    installed.  The remodelled lower portion of the  building  to  be .occupied   as   banking  offices, •will be furnished with terrazo  tiling and marble counters-and Wainscoting, While   an automatic   elevator  will provide ready access to the upper  floors.    It  is   expected   that   tenders  will be called for the work within a  month.  WILL AWARD CONTRACT  SOON FOR BETTER FERRY  LANDINGS ON FRASER  Tenders' closed last Monday with  the provincial department - of public  works for the constructions, of new  ferry landings at both Ladner and  Woodward's Landing on the Fraser  River. These new ferry landings have  been badly needed for some time, and  with the increasing amount of motor  traffic using.this route to bring farm  produce direct into Vancouver, there  has been much dissatisfaction for  some time over the present inadequate landing facilities in connection  with the operation of the ferry across  the Fraser. There    is   considerable    discussion  and much speculation just now in the  iron and  steel trades as to how long  the   present  prices  will   last.    Many  dealers have expected an increase in  the   Steel   Corporation's   prices   as   a  result of  the  railroad   rate  rise,  but  to  date  there  has   been  no  such  increase.   It was confiedentially expect  ed last year by the, independent companies  throughout   Canada   and   the  United States that the Steel Corporation would raise its prices above- the  TJ.   S. Industrial  Board' schedule, but  more than a year and a half have gone  by   without   this    expecte'd    raise    in  prices.    It has   been   estimated   that  the   increase  in   freight  rate's   would  reduce  the  profits of the  Steel  Corporation     by    about     $50,000.      This  amount would just about wipe out the  amount carried to surplus during the  year.   However,- the Steel Corporation  has an advantage, estimated at twelve  millions   a -year,   with   the .advanced  freights-on some of its products sold  on the Pittsburg base from its strategically    located    factories.     It ' has  been' thought therefore, that the Steel  Corporation would  have   to  raise  its  prices but there is no evidence in that  direction at the present time.  The uncertainty in regard to prices,  if long .continued, may have the effect of slowing down the industry. The  independents cannot go ahead without  knowing something of the course to  be pursued by the big company, since  their prices range from $18 to $65 a  ton higher than those of the Steel  Corporation. If the" Steel Corporation  makes no increases in prices, the independents will have to be content  with practically none. If- there is no  advance to meet the increased cost  of transportation, it would mean that  for the present the level of prices  would be established in an almost invulnerable position." To establish  prices at the current level would  seem of more lasting benefit than to  have -a rise in price and ail enforced  cut in a scramble for business later  on.  There has been a decreased demand  in the iron and steel market and yet  the independent prices have, if anything, taken a higher trend. It is felt  by some that if this continues there  will later on be sensational drops due  to price cutting in an attempt ,to get  business rather than the gradual sag  that was expected with the much-  talked-of period of readjustment. In  certain quarters it is the opinion that  with the orders on hand and the' new  business thac r»ust trickle in from  week to week, the mills can 'carry  through the winter, making it next  spring before any readjustment actually occurs. Foreman, provincial government engineer, due notice of which will appear in'these columns.  INCREASE  IMMINENT  IN  BUILDING PERMIT FEES  In addition to the prevailing high  cost of building materials, prospective  builder*? will soon have to face a considerable increase in the present fees  charged for building permits at the  city hall.  The need for some increase on the  present fees was drawn to the attention of the'' civic building committee  on Monday by City Building Inspector  Bird. He stated that with the recent  additions to his staff which had been  found necessary in order to cope with'  the large amount of building going on,  and the need of much closer inspection of the many older buildings, in  the city, the fees were still insufficient to pay the expenses of operating  the department." He submitted a comparative statement of building permit  fees charged in five other western  and Pacific coast cities. This statement showed that the fees at present  charged in Vancouver and Winnipeg  were about on a par, but in Seattle,  Tacoma, Portland and San Francisco  the fees were considerably higher, especially for the more costly class o£  reinforced concrete structures in  which the steel reinforcing and  i stresses required .careful checking  over before being passed by the building inspector.  The fact that despite the increase  in the amount of building going on in  the city, the building"department was  not self-sustaining came as somewhat  of a shock to the aldermen, as they  had been considering a small increase  in the permit fees as one of the possible sources of additional- income  when the question of revision of the  existing plan of taxation came up  soon. Under the' circumstances they  unanimously supported Aid. Reid's  motion that the building inspector be  instructed to prepare a new schedule  of fees for building permits that  would make the department self-sustaining as far as could be judged in  advance and possibly leave a little  margin to the good.  As there is considerable red tape to  be involved in the suggested increase  of fees, which will have to be ratified  by the city council after being adopted by the building committee, it is  believed they, will not be put into effect  much  before  the  New  Year.  TO  ARRANGE   NEW  SYSTEM  OF   STREET   NUMBERING  Acting on. tho suggestion of City  Building Inspector Bird, the civic  building committee has decided to  recommend to the city council the  securing of ' a charter amendment  -which will allow tho city to inaugurate a new system of street numbering that will do away with tlie annoying confusion of numbers which exists in the congested business and  residential districts of the city at  present.  As Vancouver operates under a special- charter from the legislature  which specifies even how the council  shall number the streets, it will be'  necessary to include this among the  list of charter amendments which will  be sought at tho next session of the  legislature It has been the custom  for .the building department »o give  out the number when issuing the permit for a new building, but as some  districts became congested this has  led to half numbers and even sub-,  classification of somo half numbers  by "A" and "13."
