The difficulties have to do chiefly with the classification of the several areas. VICTORIA—After Mayor Todd last week proded the Esquimau &. Xanaimo Railway for its delay in negotiating with the city for the construction of a new harbor bridge, the city council in a secret session decided to bring the delay-to the attention of the Dominion Railway Commissioners. New matte tanks are being installed, a conveyor put down to permit the handling, of ore to the smelter with greater facility, and other necessary work carried out. With the reopening of the plant the company will be in a position to operate the smelter to its full capacity. VANCOUVER—Although it is practically certain that Evans, Coleman & Evans Ltd., will build on Industrial Island, some details remain to be settled and it may be several days before definite information as regards construction work is at hand. KASLO—An important mining deal has just been closed whereby the Surprise mine takes possession of the interests of the Monitor and Ajax Fraction properties in the Slocan, consisting of the' concentrator at Rosebery, the Bosun mine between New Denver and Silverton and the Monitor mine at Grand Forks. Operations are already under way around the Bosun, and it is stated by Supt. McFadden of the Surprise that the Bosun dump will be sent to the Roseberry mill for concentration, as soon as possible. There is a considerable, quantity of milling ore on the dump at the Bosun. The lease held by J. P. Keane in respect to the mill at Rosebery is also being taken over, and the Sur-; prise people will take care of the uncompleted contracts for custom milling for.the Lucky Jim. At the Efanjoy GoW Mining Company's property near Tulameen, platinum is being dug and concentrated in a small plant scarcely more than a toy, but nevertheless turning out concentrates running from $2000 to $5000 a ton. Three hundred pounds of dirt make about one pound of concentrates in this reduction. The average metal content of hand- sorted ore from the Le Roi No. 2 properties in 13 years was .8142 ounces of gold, 1.0627 ounces of silver and 39.08 pounds of copper, it is gathered from the corporate reports. The mill ore averaged .11 ounce of gold, a little silver and one-half of 1 per cent, of copper. The increase in the price of silver has added about 40 cents a ton to the value of the ore. The Granby Consolidated Mining, Smelting & Power Company declared its regular quarterly dividend of $374,- 962 last week in New York. This dividend is the third of its size declared by the Granby this year. This disbursement will raise the dividends for the year to $1,124,886 and the grand total to $7,901,703. Standard Silver-Lead last week declared its regular quarterly dividend of $100,000, payable Oct. 15th. This SYNOPSIS OF COAL MINING. REGULATIONS. Coal mining rights of the Dominion in Manitoba, Saskatchewan and Alberta, the Yukon Territory, the Northwest Territories and a portion of tjie' Province of British Columbia, may be' leased for a term of twenty-one" years" al an annual rental of $1 per acre. No more than 2,560 acres will.be leased to one applicant. - • .. Applications for a.-lease must be made- by the applicant in person to the Agent or, Sub-Agent of tbe district in which the rights'applied for are situated. In surveyed territory the land, must be described by sections, or legal subdivisions of sections, and in unsurvey- ed territory the tract applied for shall be staked out by the applicant himself. .Each application must be accompan-" ied by a1 fee of $5 which will be-refunded if the rights applied for * are not < available,' but not otherwise'A .A royalty shall be paid on the_ merchant^ able-output of the mine at the-rate of five cents, per ton.. r 'A The person operating the mine shall permitted to purchase w-hateyer available surface rights .may be considered necessary for the working of the mine furnish ,the Agent with sworn returns accounting for the full quantity of merchantable coal mined, and pay the royalty thereon." If the coal mining rights are not being operated, such returns should be furnished at least once a year. The lease will include the coal mining rights only, but the lessee may be at the rate\of $10 per acre.
