This structure is to he of stone construction and three storeys high. The estimated cost is in the neighborhood of $400,000. VULCAN IRON WORKS TO MAKE FOUR BIG BOILERS ■ In keen competition with a number of large British and "American steel firms who bid on the same contract, the Vulcan Iron Work of this city has submitted the lowest tender and been awarded the contract" for the manufacture of four large boilers for the new C. P. R. coasting passenger steamer which is now under construction at the Wallace Shipyards, North Vancouver. The four big boilers are to be manufactured at the Vulcan Iron Works plant on Granville Island. The boilers are to be d"f the Scotch marine type of 1,150 indicated horsepower, and made to carry a working pressure of ISO .pounds to the square inch. The question tney are asking is "When will building costs be lower?'' , According to the building trade ex- I.erts who have attempted to answer this question, there are'only three conditions which might bring about a reduction in building, costs. These are: A reduction in demand. A reduction in wages of labor. . A . reduction" in' price " of '^building material. ■'., „-, ;v ,'■' ' „ Reduction in the demand for additional -construction is highly improbable in view of the present shortage of business space throughout the country resulting, from 'the'slackening of commercial and industrial building during "the war." In the United States the shortage throughout the. country .amounts"**'to~"about" three, and a half billion dollars' worth of normal building construction.- In Canada, and particularly Western Canada, the short-. age Is, even worse than in the United States, owing' to building operations being'interrupted by the earlier entry into the war and. the cessaction of all but the "most "urgent building construction for nearly five years. As to the hope for a reduction in building»costs due to a reduction in wages paid for labor, it does not seem probable that the laboring man will be'content to accept any reduction in the size of bis pay envelope. His attitude in the' majority of cases has rather tended to force wages to higher planes. Wages of the building trades have 'risen 'steadily"during'tbe-past seven 'years. The' latest to demand, a. very "marked increase are the bricklayers. And still,,labor is dissatisfied and- relentless. Orders for the entire'year 1919 averaged 53 per cent of capacity) and in 1918 55 per cent. The October figures are the* lowest since April, 19-19, • when orders amounted ' to only 43,800 tons. Representatives from Russia are here for the purpose of buying steel rails and pipe." They are' prepared to pay '75 per cent".- in gold" and ■ the balance on credit. The order for rails on which they are getting bids amounts to 100,000 tons, and the value of which will run close, to $5,000,000. if not more.- The -order for pipe, which is to be eight-inch galvanized, threaded and coupled, involves over 2(000,000 feet, and at the.very lowest estimate' will cost'iM.OOO.OOO. ^There is also an order'for 220,000 feet of two- inch pipe for shipment to the Mexican oil fields in the market. That the supply of raw material will he ample is evident from tho fact that within the last couple of weeks, timber cruisers have discovered at least 250,000 cords of alder wood within easy access to the water, where it can be towed to the .company's plant which will have the advantage'of botlv'rail and water shipping facilities. - ■ The company expect to have facilities to handle 10 ^ cords of aider wood per- day in the manufacture of wood alcohol,''acetate 6f lime and charcoal. King, of the contracting firm of Hodgson, "King & Marble, is spending several days in Victoria on a business trip. ' Mr. Thomas Leslie, salesman for the Wm. N. O'Neil Company, who has been laid up for some time as a result of an operation to his arm, which was necessitated by an injury overseas, has recovered sufficiently to be able to return to duty again. VICTORIA—Although three, prominent firms submitted tenders, indications now point to the building of the substructure of the Johnson Street bridge by City Engineer F. M. Preston, whose tender for tho work was $177,- S7G, this figure being fifteen per cent, lower than either of the three bids turned in by the contracting concerns. Armstrong, Morrison & Co., of Vancouver, submitted a tender of $213,840.40; Hodgson, King &' .Marble, •Vancouver, $214,174; Northern Construction Company, Vancouver,$257,347. The tenders on the substructure were opened at the regular session of the City Council this week and referred to a special committee for consideration. The committee is expected to make a recommendation to the Streets Committee this (Friday) afternoon favoring the acceptance of the City Engineer's tender. It is proposed to put the bridge project under way at once.
