Construction in all provinces will be limited only by the exhaustion, of-the appropriation of $25,000,000 which the Dominion Government allocated to the different provinces. In the early nart of the year the plan was not availed of as readily as had been expected. This was- attributed to it not being understood properly, and also to shortage of labor and materials. Experience has- shown the desirability of some changes in the-legislation to suit different localities, and these will undoubtedly be m'ade%at the. fcext .session in case of any further federal- appropriation—for it is conceded that with the housing shortage still such a nation-wide issue that, there should be a further appropriation by parliament when it meets ■again. , ' ■ In some of the, provinces, particularly Ontario, the federal grant has beln supplemented by provincial grants. In Ontario's case the federal and provincial grants aggregated $11,000,000. In that province also, ' authority is given V9 municipalities to issue debentures to augment building;activity in the erection of new homes. In Vancouver and its immediate environs full use has now been made of the total allocation from the provincial government and the individual appropriations to "Vancouver, South Vancouver, Point Grey, Burnaby 'and North Vancouver are now about exhausted'. With Vancouver's allocation of $300^000 a total of 85 soldier homes have been,built;.a*nd there are appli- ca'tiohs on hand for another-score, if there, were .only funds available." In New Brunswick, about 50 houses have been built under the scheme; in Quebec ^.both model garden suburbs and whole towns have been erected, mainly for returned soldiers. 1 While not much has yet been done In Nbva/S&tia, great activity is promised next year. POINT GREY AGAIN HAS GOOD WEEK IN BUILDING Once more indicating that Point municipalities adjacent to Vancouver aggregate value of the buildings authorized in that municipality for the week ending November 25, Is announced' by 'Building Inspector Fugler as $31,2C0. Point Grey expects to again surpass the city, in tho matter of new residence values for November when the month's total is made up. The protest from the Contractors' Association of Vancouver was wired to Mayor Porter who in turn laid it before the special bridge committee when the bridge tenders were being considered. The telegram stated in lointed terms that it was not busi- i.ess-like or ethical for, the council to accept Engineer Preston's tender, which was admittedly lower than either of the three others "■ submitted by reputable firms. It was pointed out in the telegram that naturally the city's own engineer did not allow for any small margin of profit such as a private contracting firm would have to compute in order to exist. It was further contended that should Mr. Preston fail to complete the work at the figure he submitted, then the city would be the material loser, while if a private company ran over its estimate, it alone would h.ave to stand the loss. The legal aspect of the city's right to award the contract to its own en- gineer was also questioned by' one of the aldermen. This led to a ruling by the city solicitor that although Mr. Preston' did not fulfil the terms of the other tenderers in enclosing a marked check with his bid, the city had a technical legal right, if it wished to exercise it, to instruct its own engineer to do. the work. This was covered in the phrase "the lowest or any tender not necessarily accepted." Final' disposition of the question is expected to be made by the city council at its meeting today (Monday), although further opposition is expected to develop then to the course suggested by the committee. The Record subsequently evolved into the Journal of Commerce. |
