Mr. J. R. Muir,  local representative of the Regal  Films, announced that negotiations  have now been closed for the site and  all existing leases of buildings now on  the site would expire by the end of the  year. Work is to start on the handsome oiew playhouse which is to have  a seating capacity of 2S00,' not later  than January 1.  The  permission to erect this  overhead   bridge  over  the  alley  between  Granville and    Seymour    streets was  vital to the carrying out of the theatre  plans for the reason that in addition/  to the six los on Seymour street which!  have been secured for the theatre site!  proper, the Regal  Films  has also secured a 25-foot lot on Granville street,  the   location   being   the   property   Immediately south of the Allen Cafe and  rooms.     This  Granville  street  property will  be utilized to provide an entrance    off that    main    thoroughfare  from the street level, by means of a  ramp,    over  the  projected    overhead  bridge,   to  the   mezzanine   and   lower  balcony    floor   of   the    new    theatre. NEW SCHEME AS 'AID TO  HOME  FBUILDIN.G."!;;    '  First among western '.'communities  to grapple with the housing problem  on a large scale is Pomona, > California, where as a means to raise av building fund by public subscriptions, .in-  Test the money so raised in lots and  erect houses thereon as _-rapidly as  possible. .The scheme ,is the .outgrowth of the commerce chamber's  decision to take care ,of .the ..un'prec-  cedented, demand for homes, and follows a recent declaration by the mayor  of Pomona that within the past few  weeks not'less than 1500 persons-have  been turned away from Pomona because they were unable to. find suitable  quarters—nor in fict, any kind of.dec:  ent habitations. I^'Coop-  er, a*Pomona attorne^r;    It .proposes  , that fund be created 'by individual sub- j  scriptions of |100 .and that as many  houses* be constructed-as the fund .will  permit.  ,As soon as a house is finished it will be sold and the money realized  will be invested "in another lot  and a house immediately erected.   The  building association's affairs are, to be  handed   by   three . committees   operating under the control of. the. Chamber   of   Commerce.    .These   comprise  an appraisal committee of five members, a    building    committee , of five  .members, a building committee of five  . members, and an executive committee  consisting of the building committee,  president of  the  association  and  its  secretary:treasurer~  Inasmuch as    the    association will  operate without idea of individual profit, the officers and committees, with  the  exception "of  the  secretary-treasurer, .will serve without compensation.  That officer will receive only a nominal  compensation.   Any profits which may  accrued will be distributed > pro rata  . among, the fund subscribers.   It is also  provided that funds  subscribed shall  not be withdrawn for three years, or  during such time as may be required  to dispose of the property which the  association has invested in.   All property controlled by the association will  be vested in two trustees appointed by  the executive committee.  It is proposed to sell the-completed  houses through building and loan as  sociations, and in the same way refinance the building operations. When  the plan was first outlined to the local  Chamber of Commerce it was received with enthusiasm, and, the members  of that . organization ,have pledged  themselves to work for its success. NELSON—The Consolidated Mining  ;& Smelting Co., of .Canada will start  construction of a "new mill immediately to replace the one that was practically- destroyed, by fire Sunday, morning,  causing'a loss of between-$8,000 and  $10,000.  WEST VANCOUVER—The Nasmyth  shingle mill "situated on Marine drive,  west of Twenty-fifth street-and near  the. P.. G., E. R. track >as \ totally destroyed by fire at • the week-end.  The loss was about $10,000, it ,is  stated. It is the intention of the firm  to rebuild as soon as possible. Steel and Timber Structures  S02   Yorkshire   Building  Seymour  9217  CITY TO START-RAISING r"  EAST END SHACKS SOON  Having deferred action in the matter of condemning many old, dilapid  ated and unsanitary :shacks and -build  ings during the war years on the score  of financial ' stringency,- the civic  health department now plans to take  drastic and long deferred action . towards the-demolition of these objectionable eye-sores. At the meeting of  tho civic health committee on Monday a list of about forty of these con-  aemned buildings was .submitted by  Dr. F. T. Underbill, city medical health  officer, which \ had heeh prepared by  his sanitary inspectors. Dr. Uuiler-  hi.il recommended that,the owners of  these building should be notified to  attend a meeting of the city council  to be called fpr December 15 and show  cause why these buildings, should not  be either, pulled..down or,placed in a  habitable condition.  The most of .these objectionable  buildings are located. In the east, end  of the city and have been the source  of many complairits to the health department. Thefe>are .others too in  other sections of the city, and ,it is  understood that with the present  shortage of houses, the health department considers it high time that any  building that can be rendered habitable and sanitary should either* be put  in that condition .by the owner or  demolished by the city at the owners  expense. This is understood to be the  start of a campaign directed at the  removal of many of these unsanitary  and possible disease-breeding shacks,  which have tended to materially hinder the development of the east end of  the city.  entrance by means of the Granville  street ramp, will practically \give the  .ne,w.:t theatre the facilities of Granville  street frontage.  Sanction for the proposed overhead  bridge was given by the city^ council  in the form of a special bylaw, the  Regal Films syndicate- undertaking to  indemnify the city against all > litigation which might ensue as.a.result of  prvate individuals bulding. such a  structure over a city highway.      -  Mr*. Mulr announced to The Record  that the plans for the new theatre were  being,prepared,by Mr. Thos. Lamb, a  noted New York theatre expert, wno  has designed four other theatres either  projected or in couifce of construction  in. various   western .Canadian   cities.  for which.the same plan of/obtaining  access from a man thoroughfare to an  adjacent semi-business street was adopted.    The plan was found very satisfactory in    Toronto and   .Winnipeg  where   the   theatre   is   thus   remove*  from the noise of traffic, and yet is  but a step oft the main thoroughfare.  It also tends to remove, congestion of  traffic and parking of motor cars oft  the already congested main street!  This new-playhouse.will -embocjy in  its construction all the latest ideas as  to acoustics, seating capacity, facility  of -egress  and  lighting,  while  in  tne  general   construction   everything   will  be absolutely fireproof.    The question *  of -how  the construction  of - the  projected . overhead , bridge  would affect  their respective departments was  referred to City, Building Inspector Bird,  Fire Chief J. H. Carlisle and City Engineer Fellowes by < the , city council.  In : reports  submitted,  each  of  these  officials stated that there- could be no  objections to. the, bridge if it .was- constructed of-fireproof materials—which,  of course, the" promoters Intend to do.  Mr. ;Muir expects to call,for tenders : in  about .another  fortnight  and  about the middle of.next month will  commence    the    demolition   .of . four  .dwelling-houses which.now occupy the  Seymour    street site of, the    theatre.  While the new playhouse. is Intended  primarily .to. show  feature films controlled by the Regal syndicate, it will  be equipped to. stage the largest road  shows.-The Seymour street front will  be, built, of, terra cotta with sandstone  trimmings and nothing will be spared  to make the new amusement temple  the best of its kind.  _     fob  Busy Business Men  A  solid,   substantial   food   served   in  an appetizing, llavor. Several of  the aldermen present intend to retire  at, the end of the present, term, and  they declared it was up to the members, of next year's council to do any  patchwork they thought necessary on  j the so-called city hall. tBut preaonal-  ly Aldermen Shelly and Elkins'; both  of whom intend to retire, declared  they would not spend a cent on im-j  proving what they termed "a disgraceful dump."  :The proposed remodelling outlined  by Building Inspector Bird wasreatlm-  aled to cost about $2,500, .and comprised doing away with the present  committee room adjoining the council  cbamber and .utilizing V-.e space f r  the council chamber which would be  turned around to face the r=est, and the  additional room so secured in the  northwest corner of the hall could  be used for an exten:)'v«n of the city  solicitor's department which will need  additional  Counsel G.
