DURING  Lower, Nicola, up Ten Mile Creek, via  the Aberdeen mine and Other .properties, to    Highland    Valley.      Surveys  show this to be the only feasible r'qute  for a'railway to that district.   A.good  water  grade   can   be  had   the   entire  distance, which is in the neighborhood  of thirty    years.    There    is a wagon  road from Merritt to Highland Valley,  but it also serves the  Mamette  lake  section   and   is   about  forty  miles   in  length.      There is also a    road from  Highland   Valley   to  Ashcroft,   a; distance  of about  thirty miles,' but  the  grade is one of the most severe in. the  interior, making transportation by that  route tedious and expensive. The total estimated  value of contemplated construction for  the country is $142,652,510 as against  *38,$37,420 for September, 1918.  The number, of permits granted  totals 38,741 for September, 1919, as  against 20,363 for September, 1918—  an increase of 90 per cent., the average value per permit being $3,692 as  ;against $185.. The latter figure clearly shows the influence of war restrictions, when most of the work, outside  of government buildings, comprised  only necessary repairs. Much-of this  large increase over last year is only  apparent. TJ.. S. Government. restrictions were in effect from the last of  September till November 21, i918, and  for a ten-roomed Dutch Colonial residence to be erected in West Point  Grey for a prominent local business  man. The  nine   loans   aggregate   $29,200,   which  tgether with some $160,000 passed in  the previous 32 applications approved  by the council, makes a total of about  $189^000 that has already been authorized to be spent in new dwellings for  returned   veterans.     The   city's   total  allocation for this  purpose  from  the  provincial government  was  $300,000. Eastern cities show an increase of  295 per cent., 70 out of 74 reporting  gains; middle state cities, 336 per  .cent, increase, 46 out of 51 reporting  gains; southern cities, 282 per cent,  increase, 35 out of 38 cities reporting  gains; and western cities, 89 per cent.  increase, 21* out of 23 cities reporting  gains. As compared 'wtih August,  1919, the September total shows a decrease of 19 per cent. Ths is only  natural, as the slack season for building was then approaching, especially  for eastern and middle west "cities.  During   the  past  year  the   cost   of  .frame   dwellings   has   risen   considerably and next spring it is expected a  further slight^ advance will be noted.  Houses    costing   about 30    cents per  i cubic foot in_ the vicinity; of New York  ■ city "in the spring of 1919, now oost  about 40 cents.    Yet in spite of this  advance, which is typical of all kinds  of construction   the  demand in  New  York and practically all large eastern  cities, is so great that people simply  must build, and so construction is active  and   will   continue to  be  so  for  several years at least in spite of expected higher costs for next year.   >  Much depends on the final outcome  of the coal strike in regard to the  expected increase in building costs  and the building situation generally  in the easf and middle west Soft  coal, which is at present more than a  third   cheaper   than   anthracite,   will,  seven homes. Eleventh   St.   and   were   intending  to
manufacture   furniture.     This- report
is totally incorrect, as 11 r. Brooks of

■advises the Record that the plant acquired   by  these  men   is  that of  the
Westminster,   Woodworking    Co., and
not that of the James Brookes Woodworking Co.    Mr. Brookes states that

vue, Alberta, has been sold to Alfred
Coolidee and associates of Spokane to
the Bellevue Collieries, Ltd., of wlrch
O. F. Brodiean is*manager. The consideration was $60,000. The mine is
shipping 150 tons of coal daily.
Everything is now in readiness to
push development work on the quartz
claims 7at Barkerville, the erection of
all the buildings having been completed. About 60 men will be employed there this winter.
