K.eary, finance chairman/  that the $68,000 supposed to be available for the construction of the city's  new •market-building, had been spent,'  the. city council at Its meeting last  Tuesday, decided "to again defer trie  award of the contract for the erection  of the first two units of the market  plant to the acknowledged lowest bid-  dele, the Dominion Construction Company of Vancouver. This action was  tftken^bn a/four,^t.qv_three vote, with  the-avowed intention of affording the  finance chairmaira chance to see how  the city* taxes were coming m after  the first penalty period, which closes  on November 15. COAL BUNKERING PLANT  IS BEING PLANNED FOR  SHIPS BY HARBOR BOARD  The engineering department of the  Vancouver Board of Harnor Commissioners is now engaged in preparing  plans for a modern coal bunkering  plant to be erected, on a conveniently  located site on the,waterfront which  should prove'"a great convenience for  steamers requiring" fuel here in a  hurry. '  »    «  j -' ^-i^-' ■**•"  Vlioaa a«jr. 41  TO   START   EXCAVATION  FOR  NEW GAS WORKS SOON  With the arrival here of an engineering expert' from the Lever-West  Gas Improvement Company, of Manchester, England, which was awarded  the contract some time ago for the  additions to the Vancouver GassCom-  pnny's plant, it is announced by officials of the latter concern that a start  will be made next week on the excavations for the new plant The  cor tract, -which involves an outlay of  about $340,000, is for the construction of three, large, vertical • retorts,  which are to be located on a site neat  the foot of Keefer street. These re-  torts, which are to the first of their  tvpe erected in Western Canada,.will  have a- capacity of one million cubic  feet of gas per day, and with the present retorts, exclusive of the company's water 'gas plant "which w|ll  probably be shut down when the new  P?int isvin operation, 'the combined  capacity-"of gas production will be  slightly in excess of two million feet  a day. Price Inflation in «any line of building materials is frequently associated  in the public mind with corporate manipulation, yet in the various analysis  of the departments of. building material manufacture and distribution it  has been shown that where the highest trade developments have been  found to exist, the price advance on  the finished article to the consumer  has been lower than where the same  items have been manufactured by independent producers.'  This fact is nowhere more apparent  than in the metals department, especially where they apply to steel and  its various finished products. . It is  generally accepted as fact that the  low level on 'the price ranges ,for  structural, steel represent the quotations of the United States Steel Corporation or its subsidaries, whereas  the higher levels-represent the price  quotations of independent manufacturers.       ,  Steel has a-|hajestic position among  construction - materials" entering into  commercial structures, but in an era  of dwelling house erection, other commodities vie with' it for first place. In  ordinary tenement house construction,  for illustration, structural stVftl is not  likely to. play a leading part against  brick, tile, cement or lumber. -In  apartment house construction, rising  into' the' elevator, class, structural steel  becomes of vital importance.  In the individual dwelling, structural" steel has no part to play at all,  but-its price influence is apt. to be  felt in the item of nails,' hardware,  and expanded metal or wire lath. But  even in this role, the fact that steel is  high or steel is low in price would  have no bearing whatever in, shaping  ttap decision of a prospective owner  to proceed with or postpone his contemplated .operation. The item of  metal lath in a $10,000 dwelling would  probably not exceed $200, and this  would possibly represent the greatest [  spread of metal in the building.    .  Notwithstanding all this there is  generally recognized ,in the steel trade  a potential .demand for steel entering  into building construction considerably in excess of any previous year's  offering, ' and, while the tendency is  toward the lower present price range,  there are those in a position to know,  who anticipate such a decided change  in'demand after the first of the year  that a condition of overtaxed mill  capacity will not be beyond the bounds  of reasonable expectation a year  hence. R. Trans-Pacific  liners which are coaled* from barges,  and such of the Australian liners as  use oil fuel.  award1 of the contract was withheld.  It was suggested by the contracting  iirm's representatives that with a view  to reducing the cost of the work,. a  retaining wall that is in the plans  might be left out. With that alteration their price for the first two units  would be: main market building, and  chill room, $21,7S0; and for the whole  scheme, $33,654.  Aid. Keary wanted to know if the  firm would hold that price upon for  two wceks,N but this suggestion was  declined. After much debate on the  subject, during which Aid. Keary made  some more mysterious hints regarding  lack of finances, and Aid. Eastman  declared that the $68,000 supposed to  bo held in reserve for the new market  building had been spent for other purposes, it was decided to defer the  award until after November 15, when  another meeting will be held to consider the contract.
