City Comptroller Baldwin, in reporting to the city council  last Friday stated:  The    Soldiers'  Housing   scheme appears to he. working out satisfactorily,  making due allowance for setting into  operation   an   inter-departmental   system for handling the various phases of  the work involved.   The stages involved.   The stages involved are naturally)  somewhat com.plex. and range from the I  inspection and filing of the application  to the final completion of the building.  At the   present date  there  are  e*ght  dwellings    for    returned    soldiers'  in  course of    construction,   and   twenty-  five  other  allotments   are  in   process  of handling. Employment is a deadly foe to  Bolshevism. Profitable wages make  for sobriety, integrity .and patriotism.  Upon the active, aggressivo work  of men of broad vision, men who  dare to do things for world welfare  while working for personal advancement, men who are not narrow and  niggardly in their vision, will depend the future of our country and  of civilization.  A saving at the spigot of business  and municipal expenditure just now  might lead to a great outpouring at  the bung' hole.  Wis* thrift is not always found in  plcayunish economy.  Then, if financially able, let your  policy be "on with your work!" You  owe a responsibility to the world.  DO IT NOW and you will be wise  in your day and generation. WINTER BUILDING WOULD  HELP HOUSE SHORTAGE  On  the verge  of  winter,   construction blocked in hundreds of cities with  climate  more  rigorous  than  Vancou-  rer, a shortage of many materials of  construction    and of    labor, and yet  withal, an acute shortage of homes,  •ffices, stores and in many cities, of  -office    buildings,    factories and warehouses—what is the answer?  The answer lies in winter construction, according to many prominent  local building experts who intend to  put into practice their belief that work  can be kept up right through the winter here.' They intend proceeding with  building work as usual during December, January and February, which have  been normally "closed" months. Winter work is not new—especially in  Vancouver. It has been practiced for  years; its safety adequately demonstrated, its economy, proved. It should  be more generally practiced. There Is a  certain amount of financial loss to the  architect who breaks up his trained  organization, only to build it up again  iny the spring. New men must take  time to accustom themselves to working together and owners pay the bill  generally in increased costs. Architects and engineers offices are frequently idle through muqh of the winter. Building superintendent^ have  nothing *to do and owners pay for un-,  productive overhead expenses. Perhaps the best way then to reduce the  cost of living is to keep architects,'  Gngineers' and i; contractors'' forces  busy twelve months of the year.,  Primarily the reason why building  has been inactive during the winter  months is that concrete does not harden as rapidly as when its temperature  hovers, near freezing. But we heat  our homes, offices and stores, and coal  is a comparatively small operating  cost. The up-to-date and progressive  builder of today who wants to continue construction during the winter  months is able to enclose a structure,  warm it with simple coke stoves, heat  aggregates prior to mixing with Portland cement, and keep the concrete  or mortar warm until hardening has  occurred.
