ROY./VL CITY SHOWS'iBIG  r INCREASE   IN   BUILDING  NEW WESTMINSTER (Specially—  The Royal City has been following  Vancouver's lead in the matter of increased building activity this .year,  and Is making it about an 4even break  with the Terminal City in the matter.  of ■practically doubling the value of  the buHdings started this year so far  as compared with the same period of  1919.      '   \  Building -Inspector Turnbull reports  i.iyxt for the month of October the"  building permits issued shows-a slight  decrease amounting to $1,000 as compared with the same month last year.  But he ascribes the falling off for  Oct6ber as due mainly to the abnormally wet weather that prevailed during nearly the whole of the month,  making* it unfavorable for building  operations.  For.the first ten months of the year  the aggregate value of the permits  isuued were' 5260,415, which is almost  double the total for the same period  last year when they amounted to  §146,000.  LAST SUB-TRADES  LET  ON   LEAGUE   BUILDING  Architect Edwardes Sproat announces that the last of the sub-contracts  for materials and equipment in connection with the completion of the  Chinese Nationalist League building  at the corner of Hastings and Pender  streets, has been awarded and that  the building was expected to be completed and tui-ned over to the owners  in about a fortnight at the latest.  Among the recent sub-trades awarded were the special electric fixtures  to Messrs. Farr, Robinson & Bird;  linoleum, to the Hudson's Bay Company; mosiac and tile work to Mr. W.  Bradshaw; marble supply and installation to Patterson, Chandler & Stevens: tile work in baths and toilets,  Wca. N. O'Neill & Company; oak fittings, Mr. R. D. The new building will be easily  the finest, most modern, and best  equipped building which any of the  local Chinese colony has yet erected  in the city. WEST  Good   EaSis  "The Good Food Restaurants"  LINDENLEA,   OTTAWA'S   GARDEN  SUBURB,  IS  BUILDING  UP  FAST  NOW  Lindenlea, the new garden suburb  of Ottawa, the development of which Is  being carried out under the administration, of the Ottawa Housing Commission, has already established a  standard for housing development  which might well be studied by Vancouver and other Canadian • cities'  which have any ambitions ■ toward  proper town planning. The sdrt- of  street system1-if lines at right angles  to each other can be .called system—  by which most of our housing develop-1  ments have been straight-jacketed,  cannot stand the competition, of such  projects as Lindenlea, which is but  fifteen minutes ride from the heart of  the city.  Such developments are bound to  have a . profound effect for,. good  throughout the country.', They represent-an escape from the gridiron development and give a freedom to'domestic life which is spiritual as well  as physical. Workers,who have-lived  in such town's will not be content'with  less advantageous surroundings.  Building .operations nra^t' equal these  developments or go out of business  sooner or later. If if is worth while,  as a civic policy, to encourage escape  trom congestion to better and healthier living conditions, it is worth while  to study out and providemeans whereby ' recreation and neighborship can  be stimulated.  There is_ however, an .imperative  need for social and recreation facilities in developments of this kind.  This move men t/»has come into prominence since the war, and must be  taken into account in preparing.housing and town-plannig schemes. Men  and women returning from service in  the army, used to the recreative huts  in camp, have awakened their fellow  citizens to the need for social centres,  where they can meet their friends and  c-njoy mutual intercourse during the  evenings or-find means of self-expression • in music, dancing or art. * Suggestions are now under consideration  at Lindenlea to promote such a social  community project, with the hope of  realization when the Community Hall  is built.  The progress made with this scheme  will be appreciated by recalling that  it was not until the autumn of 1919  that .building operations were commenced, whereas now over 60 houses are completed and further contracts have been placed for the erection of another fifty. The roads are  now taking shape, emphasizing the  physical expression . of the development. • Also, by utilizing the surplus  rock and boulders incidental to the  excavation' of the houses, the wading  ball and squash courts, indoor golf  course, a boxing room, a boxing auditorium, shower baths of all kinds,  Russian and Turkish baths, card rooms  and a billiard room. The building will  also have a couple of floors of up-to-  date bedrooms, dining rooms, a grill,  a roof garden and a ballroom. There  will be ladies' and juniors' privileges,  the gymnasium and swimming tank  being turned over for their use during certain hours.  The' P,rince of Wales has already  accepted an. honorary membership,  and it is expected that before long  the club will be strong enough to  offer one to King George.  • To carry on the work of purchasing  the property and constructing and  furnishing the club it is estimated  that- there -will be a gross capital of  $2,400,000 on hand:* Of this $1,450,000  will be derived from membership fees  alone, while the remainder will come  from a first mortgage bond issue. It  was pointed out that a second mortgage of $40,000 could easily be raised,  but it is not expected that this .will  be done. The principal items in. the  cost will be $368,000 for the property,  $1,843,000 for the erection of the  building and $400,000 for the interior  furnishings.  MAKING   GOOD   PROGRESS  ON  BOYS' TRAINING SCHOOL  (Continued from page l.)  will not delay the work so much.  Another sub-contract has just been  awarded on the Boys' Training school  group oC buildings. This is the painting which is to be undertaken by Mr.  H. P. Hudson of New Westminster.  Robertson & Partners are also making goo'd progress now on the erection of the C. N. R. roundhouse at  Victoria, a contract which they were  awarded some time ago. Two subcontracts on this work have also just  rccentlv been awarded. The plumbing  of the big locomotive garage will be  done by W. R. Menzies & Company of  Victoria, and the. painting has been'  let to Mr. George Douglas of Vancouver. The building is now ready for  work on  both of these sub-contracts.  USE  AYRES  PAINTS  TECHNICAL  MEN  GATHER  .     AT ENJOYABLE SMOKER  The Vancouver branch of the B. C.  TechnicaFAssociation held a most enjoyable  smoker ; in  the  Old   Country  tea-rooms    on    Wednesday    evening.  The. gathering was the first of a number   of ' get-together . functions' which  they plan  to hold  during the   winter  months. ' Mr. A.  S.  Wooton presided  and Mr. J. E. Holden officiated at the  piano and also contributed a number  of songs and led  the  choruses.    Mr.  Robert Lyon, chairman of the  public  service committee, in addition to contributing to the vocal part of the programme, also- pointed out the   neces-  sft" of closely watching the activities  of both "solid sixes" which had been  nominated     by  the    leading political  parties, in case that anything "should  creep into  legislation  that  would  be  inimical to the interests of the technical men or tend to nullify the aet  gi anting recognition  to the engineering profession, which was secured at  the last Session afaer such persistent  effort.  Among those who contributed to the  ery varied and enjoyable programme  were Mr. A. S. Wootton, Mr. E." Smith,  Capt. Falrhurst, Mr. Wm. /Menzies,  Mr. W. < R. Dunlop, Mr. E.
