Alter   going   into   details    in  which  he gave his reasons why this  .mould   be   done,   City   Engineer   Fel-  lowes   recommended   that   the   Board  allow tho Dominion Construction Co.,  contractors for the filling behind  the  sea  wall  at   Coal   Harbor,   to   sub-let  this work under  the  terms  and  conditions of the City specifications and  contract.
