TOWN   PLANNING   ACT  TO   BE  INTRODUCED SOON  Much interest is being manifested  ran a quiet way by members of the  architectural and engineering profes-  .-sions in the Town Planning Act which  is to be introduced at the present session of the provincial legislature. . The  -B. C. Technical Association has given  the stamp of its approval to the measure and there is strong hope ithat the  "bill will be passed this session. The  T>ill was originally drafted by Mr.  Thomas Adams, the well known advocate of town planning, who is in  , charge of this branch of'the Dominion government reconstruction and  community service. - The terms of the  WIV,,were very lucidly explained by  '■'Ai-rfviL<.G. Dalzell, M.I.G.E., and' form-  "*ier--assis.taiit city engineer of Vancou-  -ver, at a meeting-of the B. C. Technical Institute recently, and the meas-  —-ure heartily approved. Mr. Dalzell  . explained that on a recent visit to  Ottawa he had made various suggestions to Mr. Adams with particular  reference to western conditions, and  "ihese were considered acceptable and  'embodied in the bill.  Oneof the important clauses in the  aneasure calls for topographical maps  wf all municipalities showing every  •development, including buildings,  streets, street car lines, sewers, parks  ' -and contemplated improvements and  playgrounds. This map would be, in  -each case a preliminary to the better  - planning of towns and cities. It would  also include adjoining municipalities,  the object being that improvement  ■schemes could be extended. It would  -afford a chance .for much better cooperation between adjoining municipalities in the*; carrying out of undertakings that would be to the mutual  advantage of two or more communi-  ■ ties.     V ■■- '.••■•/•■7-.-- ■'—-.  Another provision in the proposed  act would be compensation for damage resulting from necessary changes,  such  as  the widening or grading  - of streets.    On the other hand, municipalities would be able to collect half  of the increase where such _ improvement benefitted property. . This could  be   collected  as   a   local   benefit   tax  spread over a period of years.    The  -regulation of billboards and their prohibition' in  all  or certain  residential  •districts could also be effected under  -this bill as well as the establishment  ■of  certain  well  defined  zones  for  in-  -dustries and others for residences and  semi-business   property.    Due   regard  for  the  rights  of property owners   is  maintained in  all  the clauses  of'the.  measure    and    the    right of    appeal,  SURVEYING TRAM   LINE  CLOVERDALE  TO   BLAINE  CLOVER DALE-- It is officially that  a survey party which has been making its headquarters here is engaged  in surveying a route for a projected  interurban    tram line    extension for  !the B. C. Electric Railway Company  from-this town to Blaine on the International Boundary.   In addition to the  extension   to Blaine, a   branch   lint  from a point about  a mile  north  of  Blaine to White Rock is also contemplated.     The    survey^ data    together-  with an estimate of the cost, it to be  forwarded    shortly    to    the    London  board* of directors where . a decision  is  to  be made  regarding whether a:  start will be made on the construction  of the line this spring or summer.  The extensions in all would cover  a distance of ten miles of which seven  would be over a route already cleared  and graded and formerly used by the  Great Northern Railway before it was  abandoned' in favor of the present  shorter route adopted by the G. Elliott  Central Sheet  Metal Works  PLUMBING  HEATING  VENTILATING  i  560 Cambia St.,       Sey. 620  '    SOLDIER   HOUSING  BURNABY—Returned Soldiers of  Burnaby, feeling that they have hitherto been denied the priveleges accorded veterans in adjacent municipalities of invoking the aid of the Soldier Housing Act to build new homes  for themselves, have taken the initiative and petitioned the municipal,  council to adopt and bring into operation the Soldier Housing Act in this  municipality. ,  This   was   decided  on  at a largely  attended and enthusiastic meeting of  the North Burnaby Great War Veterans   Association   on   Wednesday   and  afterwards endorsed at a joint meeting of the housing committees of both  local "branches of the G-. W. V. ,A. on  Friday  night.    Considerable  criticism  of last year's council' was. indulged in  for not adopting the housing scheme  and asking a grant from  the provincial''  government.    It was    declared,  however,  that  the present council  is  more  in  sympathy  with   the  scheme  and   that   there   is   no   doubt   it  will  grant the wishes of the veterans.  It is expected that a grant of at  least $75,000 will be asked for from  the federal allottment to the provincial government for a grant to Burnaby as there are between, twenty and  twenty-five applications in sight for  loans to build new homes in the municipality.
