An illustrated lecture on the "Problem of City Development: An Economic Survey," was delivered by A.  G. Dalzell, A.M., C.S., C.E., before the  Vancouver branch of the Canadian  Society of Civil Engineers Friday  evening. Some startling figures were  given as regards the cost per capita  of the public utilities. The lay-out  was then discussed with reference to  the very large percentage of the area  covered by streets and lanes, and the  limited amount available for building  purposes. Plans thrown on the  screen were used to show how faulty  methods of block subdivision were always prejudicial to development on  sound lines, and nearly always prejudicial to public health. An appeal  was made for the fair and open mind  Emergency Fleet Corporation for the  delivery of a number of high pressure  cylinders destined for installation in  steel carriers now being built in the  great industrial plants across the border. These cylinders weigh approximately six tons each, and one of the <  been  delivered.!  As soon as the title to the timber  tract through which it is proposed to castings has already  construct a railway spur from Princeton to the concentrator mill near  Copper Mountain is secured, steel  will be irtrt down as quickly as possible. It is thought that that title  will be obtained by the end of this  month. All the plans are in readiness for the construction of the mill  and the equipment is on its way from  Utlie East. C.        *••• Bay. 77  VICTORIA.—Interesting   figures   regarding the activity of the provincial  department of railways /were contained  in   an   annual   report   filed   with   the  legislative  assembly    by    Hon.  John  Oliver, premier, minister of railroads  and    minister   of    agriculture.      The  amount  spent  on   Canadian   Northern  Pacific terminals during the year was  $1,864,S08.    The amount of work completed  on each  terminal at  the  date  of the report was: Vancouver, 59 per  cent.; New Westminster, 80 per cent.;  Port Mann, 93 per cent.; Steveston, 8V  per cent.;   Patricia Bay, 98 per cent.  An extension of the interlocking system at Westminster bridge has been  arranged for and will be installed this  month.   The cost, $3,043, will be borne  jointly by the government, the Canadian  Northern and the Great Northern.
