Fel-  lowes. The company's' tender was  $1.20 per square' yard for asphaltic concrete paving or111.25 per square yard  for their own patented bithulithic mixture. 'In view of the advantages and  lasting, .qualities of. the latter .form of  surfacing' and the excellent satisfaction it has given where laid th'fough-  out the city, it was strongly recommended by City Engineer Fellowes  that the bithulithic type of surfacing  should be used throughout for this  year's paving programme. The contract will involve about-$55,000 for the  city's work for. the season.  .Several of the aldermen spoke J  strongly in favor of' the Columbia  Bithulithic concern getting the contract, especially in view of the fact  that the company had maintained an  office and plant here as well as in  other large cities throughout Canada,  and that it was an all,Canadian concern backed by Canadian capital. ':  , «y, two-room apartments are renting  AMENDMENTS  MADE  TO  CITY fiUILDING  BYLAW  The city's building bylaw was given  several important amendments by the  city council at its meeting yesterday.  Probably* the most important of these  is a 'provision that no person may  move, a building from one Ideality to  another which involves crossing or  entering upon any street or lane without first obtaining a" permit from the  city ; building inspector's department.  Such permits have to be approved by  both the city engineer and chief of  police ;in addition to the .building inspector, ^the idea,being to prevent any  loads that would damage city pavements being taken along them of any  busy streets being blocked during,the  daytime by .buildings being.moved along them. The route along which  such building is . to .be moved must  also.be approved in the.permit before  the  peregrinating  building  starts  on  its journey.       t  .The theatre 'section of the building  bylaw was also amended to allow of  a solid wood .roof over the auditorium  paTt of a:theatre up to 2200 seating  capacity, providing the roof is properly protected by plaster or other  non-combustible material. The amendment in this case simply raised the  seating1 limit from 2;000 to 2,200, the  change being made at the.request of!  the owners of the new Paramount!  theatre. This change in the bylaw  will enable the Paramount owners to  ;use a solid,. 6-inch wood roof over the  auditorium of the new playhouse,  thereby utilizing native products Instead of running the risk of delay  .through having .to send east for gyp-  I sum, slab or similar material.  The application the Paramount owners to be allowed.to place the seats In  that theatre 2 < feet 6 inches from, back  to, back,, instead of the 2,feet 8 inches,  as specified in the bylaw, was declined by the council on the recommendation  of   Building   Inspector   Bird.    It  was   pointed out   that' an   exception  | could not be made in the case of the  Paramount in view of the  fact that  other new theatres being built in the  city did not seek this  concession in  the matter of closer seating.
