But while  the process of individual enrichment  has gone forward amazingly, definite  action towards giving the. city some  distinction through the. scientific  treatment of its streets and the charm  of public buildings, and with all this  a patent benefit to the community as  a whole, has been sidetracked among  the vitally necessary needs left undone;  The city stands  today with all  its  acknowledged    advantages    and with  the echo of more than ten years of  pseudo    planning,    talk and    apology  about a "city beautiful," in its memory—and with a city hall and miscellany of public service structures thatj  a  town   of   even, the. remoteness   of  Medicine Hat or Prince Rupert would  hasten to diavow and disown-^-as, the  one big city in the glorious Canadian  west's . sisterhood    of   municipalities  that remains unresposive to the-call  of. the, present day's- demand, tor ^constructive   beauty   in   the   accomplishment of civic reform. :• V  MINING  At a recent meeting of the Silver-  ton, Miners' union the decision was  reached to endeavor to get a six-hour  shift as a day's work, with pay at a  rate of $1 an hour.  Seattle and San Francisco capitalists have an option and bond upon the  Carmi mine at Carmi. A compressor  will be installed at once, and considerable, work done this summer., a hew  mill may be erected in the near future.  CITY ASKS TENDERS  FOR 5 MOTOR TRUCKS  The civic board of works on Tuesday authorized City Purchasing Agent  James  Stuart to  call  for tenders  for  the supply of five motor trucks, for  city use at once. Three of the.five are  to be 2-ton trucks suitable for the use  of. the city garbage department, While  one of the other two is to be a l^-ton  truck to be used for the maintenance  of pavements and the other a 1-ton  truck for sewer maintenance. The  tenders called aje to specify immediate delivery, as it was pointed, out by,  City Engineer Fellowes that they  would be of great use for emergency  purposes, especially under present  conditions with the city's horse-drawn  vehicles all tied up. NORTH VANCOUVER—In addition
to the paving of Ridgway Avenue, for
which tenders are to be invited soon,
the city council has decided on-a number of other extensive improvements
to various streets which, according to
the city engineer's estimate will involve an expenditure or about $li,100.:
These improvements include the
macademizing of Thirteenth street
from Mahon to Lonsdale Avenue at; a
cost of $1,800. The proportion of this
■which the property owners will , be
called on to bear is $1,311. It is also
planned to grade and macademize
Mali on Avenue from Thirteenth to
Twenty-third streets at a cost of
$9,300, in which case the charge
against j the properties affected would
be- $7,1.22..
Notices have been sent to owners
of all properties affected that unless
a 'sufficient; number of protests are
received, the work will be commenced
immediately and carried out as a loeal
improvement.

WASHINGTON—The present high
wages, will continue for,several years,
according to J. Ogden Armour. In a
letter to Secretary Wilson, made public by the Department of Labor, the
Chicago packer expressed the belief
that the present level would continue
for six fundamental reasons, as follow!:
1. The practical, stoppage of immigration since 1911.
: 2. The retention by the militaryjand
naval establishment of nearly 2,000,000
workerSi which, "may continue indefinitely."
3. The creation of new industries,
such as shipbuilding and the manufacture of chemicals and dyes.'
4. The urgent, demand for building
and construction of every class, long
held back by the war.
. 5.. The shortage of the world „ food
supply.
6. This proportionately higher level
of commodity prices existing practically all over Europe.
