ROYAL CITY'S PERMITS  STILL  MOUNTING  UP  NEW WESTMINSTER—The monthly  report of  City Building Inspector  Thos.  Turnbull  shows that  the  total  value of the building permits  issued  for May was  $24,050, which  is more  than  double  the   amount  of  building  authorized in    the same    month  last  year when  the  total of the  month's  building   permits    was   only   $.11,175..  The aggregate value of the permits issued for the first five months of the  year  so   far,   amounting   to   $184,365,  also   shows   a   very, satisfactory, in-.  crease  over the  first five  months of  last year when the value of buildings  commenced in the Royal- city in that  period was only $63,150. '        .; v  PLANS ARE   READY  FOR  E. &. 4N. RAILWAY DEPOT  VICTORIA— Mr.   C.  E.  Firth,  local  agent of   the   Esquimau  &  Nanaimo  Railway, received and now has on, display the plans tor the.new depot which  the C.-P. R. plans to. erect soon on  Fitzwilliam and Franklin streets.  The  building will be quite an imposing one  of brick veneer and rough cast exterior, a length yof 150 feet and a,,width  of 3S feet.    It will be two stories in  heighth with two double revised wings  to   make   provision   for  future   exten  sions.    Ample platform space is also  provided in the plans, nearly all the  area between Fitzwilliam and Franklin streets outside of the building tiding laid out for platform:* .It is expected that tenders will be called for the  new depot shortly.    • *:■.■  '. But he couldn't get a surety com-  ifany to go his bond.    It was finally  siecessary  for him   to  go  among  his  .friends and  obtain   the  required  amount of -personal endorsers.    Surely a  -nan who has been in the business so  loag and has done good work should  Dot be in such a position, hut should be  .bo situated financially that he would  .have no difficulty in obtaining bond  ^For at least this amount from a reliable surety company?   There must be  isome  explanation   for such a condition.    And there was;   because l after  -this job was completed he admitted  ::*e bad spent $2,800 more than he had  .figured  on.     This   instance, .together  ""wit-i "others ...which   have   occurred,  ashowed that this man's main difficulty  lies ia his estimating.  Another contractor who started  in  -business only three years ago, is work-  -Ing on a cost-plus  plan for the last  couple  of  years.     Today  he   is  well  situated financially and  owns considerable property.   He is thoroughly re-  liaMe and honest.    Starting with only  a. small job,: his  work ;has increased  - enormously  and  today i he  has • more  ^i/foba in view than he can handle-    He  "•■is sore of a definite profit on his.work,  .rlbaied on the-cost of the'job.  The   average   contractor   forgets   a  great many things which should be in-  ' eluded in making up his estimate.   It  Us true* that many of these items are  small, arid   it might  seem  that  they  are insignificant, but when several are  'taken together, the cost increases rapidly. ' It is probable that on an average  -about six per cent, of^ the cost of the  job is   not taken    into    consideration  when   the   estimate   is   made. It  is,made from hemlock and spruce wood,' shredded and pulped an dturned out in single  ply sheets. These sheets are scientifically glued together with silicate of soda, pressed  into four ply thicknesses and dried, the product being about 3-16 in. thick and weighing only about one half pound per spuare foot. '■■■-.-»  Wall Board, under its names of Beaver Bfoard, Neponset  Board and other'brands, is now obtainable only from  Eastern plants. The   congregation  of  Holy   Trinity  .church,    Kitsilano,    having    recently  wiped off the last instalment of a debt  of $0,000 on that Anglican edifice, is  ■ now planning a,start in the immediate  ! future'on the erection of a cosy ^rectory for the popular pastor, Rev. Charles R. Clarke.   The plans for the new  rectory were prepared by Architect A.  ■E. Henderson,  and  after some minor  revisions as a meeting of the church  building   committee   last   week, were  finally adopted.    The building would  cost about $7,500,  but under existing  arrangements will be constructed for  considerably less.    Thanks to a generous offer of Mr. E. G. Baynes, of the  firm of Baynes & Horie, who is a mem*  ber of the   building   committee,    the  building is to be erected at cost by  that firm.   The offer of Mr. Baynes to  do so was received and accepted with  hearty    thanks.      Another     donation  which will materially reduce the cost  of construction was' that of a generous  quantity of lumber from  a well  known local lumberman. Carlisle for May shows that the fire  department is still keeping the city's  fire loss down to very small figures.
