M. Preston announced to the council this week that plans for the Johnson Street bridge were now practically complete as far as tjie details for the sub-structure and superstructure were concerned. The plans for the bas-; cule or central lift portion of ^he bridge have yet to be completed. The contract for the preparation of these Plans was awarded some months ago ■ to the Strauss Bridge Company of Chicago, but that firm cannot proceed to complete the plans until further progress is made here hi, regard to complete data on the sub-structure. B. Hanna and Vice-President Mitchell of the C. N. R., and approved by Hon; Dr. Reid, Minister of Railways, not only recognizing all the details of the original 7-year-old agreement entered into between the city and the C. N. R. when it was owned by the Mackenzie & Mann , interests, but agreeing to spend another ■ $1,500,000 in completing practically all immediately required, and: esential details of'the railway concern's False Creek terminal development. .This new supplementary agreement does not in any way cancel or nullify any of the clauses of the former agreement which still stands in all its details, and should the city at any time in the future desire to press for the fulfilment of the four out of the nineteen items specified in the agreement wtiich the government at present flatly declined to carry out, it wiirhave a perfect right to do so. It is also of interest to .note that only ninety working days were required to effect the transformation. (Continued from pare!) ' architect 'says rebuilt . houses' are quite profitable Jta these days of the continued hous- shortage, too_ little ..attention is to the possibility of .remodelling -*«nsfing structures and transforming "ftbem into-fairly modern apartments ;ithat will return a good revenue on the anodest expenditure involved. This is" ;«lesson that local architects ana contractors might take to^heart. It is a .lesson that has been solved quite; sue-' -cessfully in Portland and San.Fran- •ciaco "where the immediate demand :ier moderate priced yet modern apartments . in both these, cities, particularly near the industrial- centres, has ' -.developed a new line of building, op- .-.erations. This" remodelling of'"well " ' ^constructed buildings "of old and out. , of- date types and transforming them •into.up-to-date apartments has;proved, onot only successful from a housing standpoint, but also decidedly remun- # erative to the building owner. .'There are quite a number of such ^buildings scattered through the older .part of San Francisco, Oakland and ^Portland, and it has proved profitable ■mark, for the owners to remodel these -structures ,to meet the demands of L tbe day. Owners of this type'of Ibnilding have viewe.d witIT apprehen- . csioa their constantly decreasing rev- -emie with ahcreasing depreciation,- a .condition , recognized as due to the 3act that tenants today do not merely 'seek but demand, modern housing. JSteady, increase in' manufacturing tavnd the general business growth of onr cities is resulting inl4ike increase "<of rthe worker and co-worker/ There .is an ever-growing call for two and- three-room apartments by those who demand modern housing. Ordinarily, •it requires a considerable investment -to erect -an' apartment' house, and to the man prepared to invest only a few thousand dollars, this is'a seem- 'ang impossibility. A recent careful ;survey of a number of old residences ^nnd flats led experts in these .cit?es .-to 'believe' that with va very, nominal ^expenditure, such buildings, non-producing, could readily be converted into income property, netting a most satisfactory return. As an instance of the actual result obtained is cited a building In nan Francisco of obsolete type now producing good, revenues. It originally embodied but one home renting normally for $3.5 per month* The condition of the building was such that it was about to become legitimate, prey ,-for the house wrecker. Remodelling. Involved a cost'of only ' $6,500, yet vthe owner today has a modern apartment building of six suites, each comprising two or three rooms;-knd all exceptionally well'lighted and ventilated. The owner now receives a rental of $200 per month or $2,400 per The only items in the original agreement which are not' to be carried out under the new arrangement are the construction of the 250-room, million dollar hotel, the construction of a funnel for the lines to enter the city, the electrification, of the. tunnel, and; the. terminal lines. All other details including .the completion of the sea-wall, the •settling of the damage suits of Chajppion & White, the damage suit of ContractorrA. G. G. E VICTORIA—Evidencing the tion of the government to push further ' construction work on the ^Pacific-Great Eastern Railway ahead on a large scale, is the notice issued by Hon. John Hart, provincial minister of finance, regarding a further loan of $3,000,000 for'that purpose. Hon Mr. Hart has announced that he will receive, bids at Victoria to close not later than next Wednesday noon, for a further provincial loan of three million dollars worth of five:year bonds bearing six-per cent, interest. ' The proceeds of this loan are to be devoted entirely to construction work on the P. G. E. The principal and interest is to be payable in Victoria, Montreal,' Toronto" and New York. • This loan is to be-entirely for new work on"the government owned line and to allow of an effort being made to finish 'as much of the grading of the northern section as possible be: fore the advent of the wet, winter weather. The two previous . loans made in Victoria and, Toronto recently, which aggregated $4,800,000 were raised for the purpose of retiring notes given to the Canadian Bank of Commerce to cover construction work on the P.
