Harrison & L-amond of Vancouver, commenced work last week on the actual paving operation of their hard-surfacing contract of the Ladner Trunk road. The total mileage which the firm have under contract to hard surface is slightly over two miles and extends along No. 5 Road to the intersection of No. 3 and No. i) roads. The work is being done under the supervision of a government engineer. Its completion will be a boon to the farms of Ladner and the Delta, as when this paving work is done' there will be an almo.'#' continuous stretch of hard-surfaced roadway from the Landing to Granville street, south, enabling farmers to bring in heavy loads of produce with quick transit. The rapidity with which the trhole district has gained new settlers is astonishing, even to old»residents who have seen all the newcomers arrive, and to casual visitors the appearance of the many new homes and farm buildings, and the increase of intensively cultivated areas, is nothing short of a revelation. The Vancouver city council has .achieved the . somewhat unenviable -record of being among the first of the large cities to withdraw from fur- "ther participation in the scheme. Only recently the city council flatly turned down an offer of another $80,000 from the provincial government and decid- ">ed to discontinue its official partici- vpation in the housing scheme as soon as the present allocation is used up. A scheme that is being strongly advocated by Mr. H. M. Mowett, M.P., "tioth in the Dominion House and beware the special parliamentary eom- Tnittee on Soldiers' Re-establishment, lias much to recommend it, as it will -give the veteran who does not want "to go on the land a chance to own his ■own "home., xt. Mr. Afowett's plan is that communl- ' '"ties of one hundred and fifty houses, each on the garden city plan, should Tie established for returned soldiers and their families near, but not in, "the industriarcentres. That the "work should be undertaken by the Federal Government at an approximate cost -ol 4600,000 for each community, with the opportunity given the occupants . of buying their own home on the in- "Etabnent plan..... "He suggested that to start, the Plan, lour communities should be established at once, these to be located ^near Vancouver, Toronto, Winnipeg •and Halifax at a total cost of $2,400,- JP0Q for the four communities of six "hundred houses. Should these communities prove successful, then the ^scheme could be extended. The building of the houses .under this scheme would provide work near the large centres, would greatly relieve the lnousirig shortage and provide an "opportunity to the returned soldier of -acquiring a home of. his own amid /surroundings that will be far more attractive than is possible under present conditions. •Tin all our cities there is a considerable amount of land within the city limits yet remote from the built-up portions of the municipality. Such vacant lands could be built on. either rushed with all possible speed, according to Mr. H. P. Peterson, contractor for the work, who has put in a busy two weeks in superintending the deliveries of cement, sand and crushed rock all along the line of "the section to be paved. The work is to be started near the south end of the Fraser River bridge and will proceed southwards. What caused a considerable delay in the actual commencing of surfacing operations was the fact that in many places double the amount of filling had to be put in low' places along the flats. It was found that in several places the grade and fill had settled as much as two feet since last fall, and the unexpected amount of fill, together with the scarcity of the right kind of labor to carry on the work, as well asx the difficulties of transport of material, all cqmbined to delay operations. -' The cement for the paving work is being supplied by the B. C. Cement Company, Todd Inlet, and is being delivered from the Gilley wharf. It is expected that it will require thirty days for some of the newly paved highway to harden sufficiently before traffic can «be allowed on it. An effort will be made by means of special mixture, to have the Port Mann section ready for use in twenty days after laying so as to inconvenience the people of that town as little as possible. discuss plans for the road-building program. It will involve a minimum annuaj expenditure of $1,000,000, and the sum of $1,250,000 will'be available to begin the work early in July,.of this year. Four or five years will' be required to complete the wort:. . American companies which may desire to enter the competition are asked to send men to Panama prepared to submit comprehensive plans fou surveys, specifications,^ construction and financing of the project. Senor Lefevre will go to New' York soon to interview the large companies. SETTLES DISPUTE OVER BOUNDARY ROAD PAVING LADNER—The Delta municipal council have at last come to an agreement with the Columbia Bithullthic Company of Vancouver over a settlement ofl an .account for road paving which has been pending for some months. The Bithullthic Company was" awarded a contract for the asphalt surfacing of 1 % miles of the Boundary Road at $1500 per mile. When they came to. carry out thev contract the firm found that the road was in a much worse state in many places thaii wras anticipated. The contractors then substituted tarvia for the asphalt, a considerably less expensive material. This was objected.'to by the Delta council's engineer and the council sustained their official's recommendation, Mr. Vigor, on behalf of the Columbia Bithulithic Company, produced vouchers to'show that the. actual-cost for materials and labor for the 1% miles was about $2,250, which Included an account due to the council for $425 for sand and labor. He admitted that while the terms of the. contract had not been strictly lived up to, a useful and good wearing surface had been given the road. It would have been impossible to have carried out the terms of the original contract with an asphalt surfacing without either a heavy loss or the abandonment of the contract. FliRE LOSS FOR JUNE IS HIGHEST FOR MONTHS Due mainly to the disastrous fire in the Balmoral Apartments, when five persons lost their lives,"Jthe fire loss In the city for the month pf June was the highest for many months, according to the monthly report .of the fire department, as issued by Fire Chief J. H. Carlisle. The department responded to 73 alarms during the month and of these.there were 21 fires where damage occurred as well as fourteen bush fires. The total estimated fire loss for the month, with'three losses still pending regarding some details of final adjustment, is $118,099. The total insurance paid on these losses amounted to $80,242, leaving the total, estimated property loss above insurance at $37,857. The total value of the property at risk was $427,670 and the total insurance carried on this property amounted to $210,540. . There was tno less than 21,850 feet of hose laid at fires during the month and the activity of the department during the month in fighting various other fires which were never allowed to get much beyond the incipent stage may' be judged' from the fact that 1,753 gallons of chemicals were used, and the aggregate heighth of ladders raised amounted to 1,373 feet. • This latter is a record for the department. ARCHITECT, ENGINEER and CONTRACTOR IN VANCOUVER AND VICINITY, MEN WHO ARE.CONSTANTLY SPECIFYING AND BUYING MATERIALS AND MACHINERY SEATTLE—Barring the sudden ad.- vent of adverse conditions, unforseen at present, today would be an opportune time Lo build locally, according Lo H. L. Cunliffe, quantity surveyor, field secretary of the- Northwest Master Builders' Association and one of the best known construction men in the Northwest, who maintains offices in the Globe Building. Mr. Cunliffe's position in Lhe Master Builders' Association and his work for contractors throughout the state permits him to speak authoritatively on Hie subject of building construction. He stated, in part, yesterday: "Considering the demand for more buildings and the fact thai, adequate construction has been curtailed since we entered the war, I believe that now, in view of the setting in* lumber prices during the past few weeks, is the proper time- for those contemplating' new construction to begin their projects, particularly at this time in order to get buildings under roof before wet weather sets in again. "Lumber will not long remain as low as it is today and as soon as freight cars are made available, a sharp rise in prices probably will be noted, Inasmuch as the yards are heavily stocked, due entirely to the inability of the lumber, industry to market itsx product in the East and Middle West, because of the short- age of cars. In view of all conditions, lumber is not' likely to drop much lower. "The unreasonable prices charged for lath, a by-product, a short time ago did more to discourage building than did the fairly reasonable prices of dimension stock which were then being charged. "As regards labor, I have noted a decided improvement in the volume of .work turned out lately. Labor is more plentiful today than it has heen and with wages even "higher than* during the war and the first few months thereafter the amount of work performed by the individual worker in his 8-hour shift is noticeably greater, overcoming- to a considerable extent the increased cost caused by higher wages paid. "I note a growing interest in the work of the Northwest Master Build ers' Association and applications for membership .are coming in steadily. Building throughout the /state, is,,, unusually active, though, local construction appears very quiet. "Lower prices of construction 'particularly as applied to public work has, in several cases, resulted in the work being contracted for at substantial saving oyer.the architect's or engineer's estimate, which should be ah encouraging sign to those contemplating building."
