VICTORIA—The council will be asked this week to award tenders for the  Made-in-Victoria building repairs, and  the implement shed at Garbally Road  wharf. The former has already been  tendered for, but as the lowest tenderer withdrew, the Council decided  to invite fresh tenders. This departure from «procedure with bui^dinfer  contracts is the subject of a letter  from II. Bunting, who was second lowest, describing the action as unfair.  It is stated that contractors are showing little interest in this contract, abstaining because of what they consider an.irregularity in contracting practice. ,  cials of the; Munitions Board regarding the nature and extent of the contracts to be undertaken by the Victoria Machinery Depot. It is understood that the local engineering company plans to make a specialty of boiler construction, and although plaDS  are as yet indefinite, the branching  out of the company in this direction  will mean a big thing for Victoria. Contracts have also been awarded  with local firms for the construction  of steering gear, boat and deck fittings and hoisting machinery, such as  steam winches and capstans, but as  is the case of the boiler contracts,  these have to be first ratified by the  Ottawa authorities. REGULATIONS,
Coal miningi rights of the Dominion
in Manitoba, Saskatchewan and Alberta, the Yukon Territory, the Northwest
Territories and a portion of the Province' of British Columbia, may be^leased /for-a term of "twenty-one yearsat
an annual rental of $1 per- acre% No
more than 2,560 acres will be,leased
to' one applicant.      ' <r
"Applications ror a lease must be
made by the applicant in .person to
the Agent- or Sub-Agent of the district in which the rights applied" for
are situated.
,.r]In surveyed territory the,.land must
be described by^sectlons, or legal, subdivisions of sections, and in ainsuryey-
ed territory the tract'applied for shall
be .staked out by the'applicant himself.
Each application must be. accompanied by a fee of $5 which, will be refunded if the rights", applied for are
