HARBOR BOARD TO START ON BOOMING GROUNDS Tenders are being invited up to Thursday, July 15, by the Board of Harbor Commissioners on the first of two booming grounds to be constructed for the storage of logs. This is much-needed convenience which local millmen have been agitating for now for several' years. One of the two new booming grounds is to be located on the north shore, immediately in front of the Mission Indian reserve and west of Lyall shipyards. This will be for short-time storage of logs and will have a capacity of four million feet of log3. The specifications call for the driving of untreated firm piling for this booming ground. The other booming ground, which is intended for log storage where the timber will not be required for some time after being placed there, is to be located on the north shore just east of the Second Narrows. It will have a capacity of over ten million feet of /ogs and will be capable of, considerable extension i£ this space, is found insufficient. The threat of a tenant class does 'not lie altogether in congested centres but in farming regions of the middle •west and south, where its results may lie particularly harmful inasmuch as -under American methods of farming, •tenantry reduces very materially the fertility of the soil. ' ° It is proposed to extend the principle represented in the Farm Loan . Bank Act to the requirement of urban homes and several bills, are now pend- ingrin Congress have this end in View. Tnese-bills provide for the lending of -money to people who desire to. build homes, the money to be • supplied through a federal banking institution -especially created for this purpose. It 'is ;nroposed to secure for the/banks -through the public .sale of bonds sec- •ored by real estate mortgages of, th>" -individual borrowers and guaranteed ~T>y the building and .loan associations of other banking institutions with -which the borrowers were doing business. The object of these bills is to Jprovide a maximum.loan .compatible "With security at a minimum interest rate for a long term period, thus freeing the intending home owner from the .expense of frequent renewals, ■commissions and bonuses. » j "It is evident," the bulletin states, "that the housing shortage and high rents are due to the fact that there are not enough bufldings being erect- 4©cL The high cost.of buildings is not* 'floe to the high cost of raw materials, •"but to'jthe increased' cost of fuel, "transportation and labor. The increased cost of labor is due to the general high cost of living. The high cost of living is due to the Inflation of credit and the scarcity of producton. The .scarcity of production is due to lack of energy of the workers, which is due "to the lack of proper economic and 'moral incentive. ■■ Legislation promot- :Jng wider ownership of property can alone call forth the energy necessary ."tor tlie maximum of production." ; ...» PLAN FIFTY NEW HOMES IN MODEL TOWN AT IOCO Announcement is made by Mr. J. E. Sirdevan, manager of the Imperial Oil Company's refinery at loco, on the main arm of Burrard Inlet, that .after negotiations extending over a couple of years, a deal has at last been closed for the purchase of 22 acres of the In man estate adjoining on the east the company's refinery property. On this newly, acquired site work is to be commenced at once * on the erection of a model town for the employees at loco who ever since the plant was opened have been sadly handicapped for suitable housing accommodation. •It is proposed to erect at- least fifty, houses in' the first unit of the model town which will be laid out with large lots that will allow each householder ample space to have a nice -garden. To finance the ^undertaking a new joint'stock company has been formed which will have the use of $100,000 which" has been loaned, by the Imperial Oil Company to put. the newly acquired, tract in shape and to. build as many as possible of the first unit of houses. These will be mostly of the bungalow type of construction, and as they will be constructed at the rate of a dozen or more at a time, they should be erected much more cheaply than single houses. Payments for. these homes will .be spread over a' period of 20 years, a-very nominal sum being taken off each man's salary each month. Mr. 'Sirdevan" stated that clearing operation's on the land which is rather heavily timbered,-will be under way within a fortnight and that in^the meantime plans are being prepared for several designs of moderate'priced bungalows for which tenders will be called as soon as the site is ready for building operations. erected over the alley. The contract for this structure, which is to be of reinforced concrete and tile construction, has been awarded to the .Dominion Construction Company, which has already in hand considerable work'for the Spencer firm in the way of remodelling of the former Clarke & Stuart building and the erection of an additional story on the Cordova street wing. In connection with the granting of this permit for the seven-story building over the alley, Building Inspector Bird arranged with the Spencer firm for the construction of'a fireproof stairway covering the whole front of the Cordova street' wing, and leading down to the ground. Another permit for the remodelling of an existing frame building just to the east of the Cordova' street wing of the Spencer store has been issued. This building is to be remodelled for dairy purposes.at a cost of $10,000,.the contract also awarded- to the Dominion Construction Company. ■ J. p. HODGSON l>. T. KINO -WM. O. MARBLE A. St. INST. a.
