BUILDINGS ARE GOOD INVEST- ^ MENTS RIGHT NOW. Is the present a good time to build? Many a man of means has asked .liimself of late—"Is now the right time to build when construction costs are so high?" To seriously consider this question from all standpoints is the ©Inject of the following analysis. As has been frequently pointed out, all prices are only relative. When we speak of building costs as high, we -naturally refer to-the pre-war period. The basis of comparison however, .should be present day prices of other •commodities. On such a basis, the cost of living today is low, as is clearly evident in recent Department of .Labor comparisons. Most any com- 'luodity will today buy more square Sect cf building than it would before ■the war In other. words, building costs have not, increased quite as much as commodity prices. Therefore, building offers better value than -almost anything else'than can be 'bought .it'st now' with the outlook for 'rentals and increased realty analysis of the building situation thus clearly shows that building is a good inestment today, because it promises ample- revenue and thorough protec-. tion for the money invested. A big strike of ore running high in silver has been made on the Comet oh Four-Mile mountain, near Hazel- ton. CONTRACTOR DENIES • , IMPORTING WORKMEN Declaring the charges made by Mr. S. J. Gothard of the Comrades of the Great War, that he was importing workmen from Winnipeg for the construction of the new Allen theatre, to be absolutely unfounded, Mr. Alexander McDonald, contractor for the new playhouse, sent an emphatic denial to the city council. In his letter Mr. McDonald explained that he had brought only one man with him from Winnipeg and that was his superintendent of construction, when it was absolutely necessary to have here to supervise the work in Mr. McDonald's absence. Further, Mr. McDonald pointed out, the men now working on the site were not only all local men but they had been selected by and were in the employ of a local subcontractor who was the successful tenderer for the excavating. Mr. McDonald, on his first visit here after being awarded the general contract, had then announced that local labor and materials would be used -wherever at all possible in the construction of the theatre and this policy he intended to adhere to strictly. CITY HALL RENOVATION * IS ORDERED AT LAST After city councils for the past two years had debated at various times over the question of improvements and renovation of the present ancient city hall, the expenditure of $2,S0O was authorized for this work by the city council on Monday. City Building Inspector Bird will supervise, the work which will be carried'out by day labor. The improvements will involve the remodelling of the council chamber, the enlarging of the city solicitor's offices and a general re-arrangement of J departments in the "L," wing. The council referred back for further consideration the proposal to spend $2,150 on the construction of a fireproof vault on the north side of the building. The corelated question also naturally arises as to how a building in- ■vestment at the present time would .stand in later years if building- costs .to down The answer to that is .found in the fact that, there is an absolute shortage of buildings and the .shortage cannot possibly be relieved ior the next four.or five years in this city and vicinity anyway. This build- aag shortage has already created high reatals and abnormal-revenue returns, .so even on the basis of high building •c.osts,£r'the returns for some time to •come are sure of being considerably .above the normal. Next let us consider the likelihood ■of any decreased price's. Here again ^there is no probability of any appreci- 'able reduction for a number of years. Prices will remain high for a variety of reasons. Principally, because the "value of the dollar has been reduced "by the "tremendous sums used up in "war. The cost of the war must be met in the coming years, and this means a -continuance of the cheap dollar until the expense of the war is fairly -well wiped out. Wages will undoubt- 'Edly continue high and cannot be reduced without serious complications; and labor enters into the price of practically every commodity. Realizing the two facts that tho revenue from buildings is extra large. 'and there is practically no possibility 'Of a marked reduction in building costs for a few years, what about the investment value of building now? Any j modern steamship depot which is to replace the present obsolete buildings at the Belleville ' street docks was m,ade by President E. W. Beatty of the C. P. R. upon his arrival here. He authorized an immediate start on the work which will cost about $150,000. The plans are all ready and it is ex- nected tenders will be called for the! work at once. • -..Other improvements j contemplated by the company include new passenger terminals for the island j railway lines. ASK ARCHITECTS TO PAY LICENSE TO CITY In an amendment to the city Trades License Bylaw, which was passed by the city council Monday, architects, engineers, surveyors, as well as doctors and lawyers, are required to pay! license fee to the city for the privelege: of practising their professions. Con-i tractors and builders were brought. und|r the provisions of the license' bylaw last year. At present univer. j sity professors and clergymen are about the only ones who do not pay a license fee. . •It is expected however, that when the new provincial bill granting- recognized legal status to engineers and architects and requiring them to pay a fee to a provincial organization, is passed and put in force, that the«e professions will then be absolved from the civic license fee the same as doctors and dentists.
