The industry, he said would be one o'f the largest and best in the district. The reason it was proposed to establish the factory in the Vancouver dis- plans have since been consummated and the preliminary construction op- trict. he said, was because the United orations put under way. It is understood that the new cannery, the first of its kind to be established on tlie Pacific Coast, or, for that matter, anywhere in j the world, will be completed by end of April. The cannery to be erected at Kyuquot is more or less in the nature of an experiment, but as the new industry is developed the company proposes to extend its plants. .men's twine and rope, and on which there was a combined duty and war- tax of 32M> per cent. As there was no cordage factory in Western Canada a considerable saving on cost would be effected by manufacturing rope and tlie I binder twine in this district, he said. | Judge Bard declared that if the ratepayers passed the bylaw granting free taxation, and water at. cost, the factory, which he stated would employ from 100 to 150 skilled mechanics, would be located in South Vancouver. Present conditions have also necessitated more'and larger hospitals, the result being an unusually large increase
for hospitals and -charities. Last .year
$16,000 was voted In;the way of assistance in' the construction of hospitals.
This year about ;,$150.000 will probably
be granted/for that purpose. Grants to
refuge homes, aid societies, etc, is increased from $19,000 to S8C.000.
University of B. C.
Among   the     appropriations     in   this
year's estimates is a conditional one of
$200,000 for the University of British
Columbia.       Last   year's   estimate   was
,$175,000. Included in the works and
buildings ~to be constructed by the Public  Works   Department  are   the   following;     Okalla     -prison      farm,      $15,000;
Improvement    of    government    reserve,
Burnaby,   $10,000;   mental   hospital   and
1 colony-farm. Essondale, $35,000;  provincial government buildings, London (completion     and     maintenance),      $175,000;
maintenance, $8,000.    The appropriations
?rovincial normal school, Vancouver,
or roads, streets, bridges and wharves
in each constituency are the same as
last year. Chilliwack gets $33,300;
Delta, $22,500; Dewdney, $68,500, and
Richmond $40,000. Eighty thousand Is
revoted for Kingsway through the Municipality of Burnaby. Point. Grey gets
$10,000 for roads, and Nicomen Island
the same amount for dyking; $13,500 is a
subsidy for the Ladner-VVoodward ferry.
• Other Appropriations.
The vote of $400,000 on lost year's
' estimates for the Second Narrows bridge
is left olT. For .bridges generally $450,-
000 is set down, while for the bridge
over the Fraser River at Prince George
there will be an appropriation of $150,-
000.
An Item in the Land Department appropriations is that for $20,000 for
"timber testing and Investigation of
wood products." An Indication that the
government Intends to continue seeking
overseas markets for the B. C. ■lumber
trade is that another $50,000 is appropriated for salaries, travelling expenses,
and purchase of material.
Among the other appropriations are
the   following:
Grant to B. C. regiments $5,000. grant
