In the. meantime, the local authorities   have   been   informed   that   their  tax  burdeh    in  connection    with any  housing construction in any particular!  locality will be restricted to the product  of a  penny  rate.     So  urgent is  the   matter   though,   that   they   must,  in  order  to  avail   themselves  of  this  assistance,     submit     their     housing  schemes    to the    Local    Government  Board   within   12   months,   and   carry  out the work within two years, except  in   exceptional   circumstances.     Moreover, encouragement is given to clum  clearing by the inclusion of this form  of rebuilding within  the scheme.  Assistance other than financial, is  being given by establishing eight  housing commissioners clothed with  special powers, throughout the country to help the local authorities where  desired and to facilitate construction. DRYDOCK  QUESTION   UP  AGAIN  Mayor  Gale   and   the   civic   delegation   went   to   Victoria  to   urge   upon  the  provincial government  the advisability of augmenting the federal subsidy offered for the establishment of  a drydock here, will have the support  of the entire ' business  community in  their efforts to land something tangible in this oft-mooted ana much needed port facility.   There is a possibility  that  something may result  this  time  en    the drydock    question,    although  shipyard and repair plant that would  involve  an  expenditure  of $4,000,000,  it is understood that a promment London shipping firm as well as New York  financiers who are interested  in  two  drydocks   on   the   Atlantic   coaat, , all  have their eyes.on Vancouver with a  view-   to   establishing  a   floating   dry-  dock  or  a  graving , dock  here.     The  Seattle  parties  however,  are said  by  Mayor Gale who has been In conference with them in Seattle several days  last week, all ready to start work on  a  dock If  their   terms  are   complied  with.    That  is  where  the   provincial  government promises to be the stumbling block to the scheme, for the Seattle  parties  are asking the  provincial  government to guarantee their bonds  tc the extent of 55 per cent' of their  capital  stock.    This  would  of course  mean that the government would have  to back the enterprise and hold a controlling   interest.     And   with   such   a  canny,    cautious    leader as    Premier  Oliver    at its    head, the    provincial  government is not prepared to go into  the drydock building industry, just at  present   until   provincial   "nances   become somewhat easier.  which should not be overlooked,  but  which apparently has hot been given  much attention.   There is an excellent  steel   floating drydock of 25,000  tons  capacity at Prince Rupert which ever  since   it   was   completed   nearly   four  years ago has been used just exactly  nine   times.    Why  not  tow   this  dry-  dock,- which is  proving such a -white  elephant   amid   the   almost   primeval  solitude and quietness of Prince Rupert, down to Vancouver where there is  ample water for its operation and enough  business to keep it at least reasonably    busy?     The    idea is-   well  worth considering.    It would, at least  fill the bill here until a real graving  dock was built mnd then Prince Rupert might be busy enough in a marine  sense to support a drydock.  MINING  There is now no question of the success of tlie first international mining  convention to be. held'in Vancouver  on March 17, 18 and 19. From points  as far away as Los Angeles and San  Francisco, Denver and other big mining centres come the intimation that  the most prominent figures in the  world of mining are coming to Vancouver next month.
