The    new    concentrator    is    to    be  erected   at  the   Bowena Copper  Company's mines on Bowen Island, for Mr.  YV. Tipping, who has leased the mine  from   the   Bowena   Company   and   Intends to operate it.    The concentrator  is to be of 100 tons daily capacity, and  the chief feature of it is the fact that  tbe ore concentrates are to be handled  by the medium of salt water flotation  instead  of by the  oil  process, as  has  been used hitherto.    It is claimed for  ; the    new    process,    after   exhaustive  ! tests,   that   salt   water,   besides   being  | more  economical,   foams   better  than  'oil   in   the   process   and   thereby  aids  i in better recovery of the concentrates. M.  Standifer Construction Corporation in  Portland Thursday to stop work on  five 9,500-ton steel vessels now under  construction for the government. It  is expected that work will be ordered  continued on some of the vessels  when the amount of material on hand  is reported.  Contracts for seven more steel ships  to be built at San Francisco have been  cancelled by the U. S. shipping board.  I This makes  13 ship contracts rescinded in the paast two days. ,,'  j    The total contract price of the thir-  i teen vessels   was   approximately $27,-  ; 000,000.   The Moore Shipbuilding Com-  : pany hold contracts for seven and the  Union Iron Works for six of the ships,  j This   action   brings   the   total   loss  of  j steel ship contracts in California yards  during  the  last  few  weeks  to   forty-  [nine  vessels,  with  the total value of [try  tthe contracts placed at $77,000,000.  more put this coast on a nearly equal  footing with rival ports in the east.  Several weeks ago the shipping  board announced a rate of £20 per ton  on freight from Atlantic ports to the  Orient, which was much lower than  that from Pacific; coast. ports. With  rates, from Seattle at $2o and $30 per  ton, /competition with the east was  out of the question on account of the  high transcontinental freight rates.  A committee representing, the lines  operating vessels out of Pacific ports  to tlie Orient has practically decided  to quote a rate of $15 per ton, it is  understood, and the action of the shipping board may bring about a further  cut. On the four  sections    of   the    canal,    expenditure  during19.9, on which percentage will  be   paid,   will    not   exceed   $2,000,000.
