Before the plant i proper can be erected there will be considerable improvements necessary to the site in the way of piling' and filling in. Work on this is to be commenced at once so as to get the necessary foundations prepared for trie buildings that will comprise the plant proper. When the dredging, piling and filling in is completed, it is intended to erect the 1'olowlng buildings: Two-story pattern shop, ;10 by CO; boiler and blacksmith shop, '<■[ by 125; foundry, Uu by hiO'; muctune shop, GO by 100. A marine ways will also be constructed 50 feet wide and COUNCIL VOTES $35,430 FOR ROAD IMPROVEMENT Despite the objection raised by Aid. Kirk, finance chairman, that the coun- J cil was acting without precedent in the 'matter, the city council at its meeting on Monday voted the sum of $235,430 for urgently needed road and lane improvements in various portions of the city. This appropriation, as Aid. Kirk pointed out, was voted before the estimates were passed, and was over $ 10,000 in excess of the original emergency appropriation of $25,000 which had been placed at the disposal of the city engineer pending the compilation of the estimates. Engineer Fellowes, acting on instructions from the board of works, submitted a list of 23' items of road and lane repairs, aggregating just a trifle over the $25,000, which was passed without question. It was over the two supplementary items of urgently needed work which he submitted that all the talk was spilled and precedents quoted.
