Tlie Alunite Mining Products Company of Victoria, has leased four lots \  on the south side of the island from  the board of harbor commissioners and j  intends to erect a glass factory on i  the site very soon. The company's  officials' have been inspecting the site  and arranging for water transport of  raw material from their extensive mining claims on Kuyoquot Sound on the  west coast of Vancouver Island, where  extensive developments are planned to  BUYS  SITE   POR   LARGE 7  NEW  SOAP   FACTORY  With   the  completion  of a deal  involving   the   transfer  of   472   feet   of  very  desirable "'waterfrontage   in   the  east end,  it is  further announced by  Mr.  E.  T.  Schooley,  manager of  the  Royal Crown Soap company, that it is  the  intention  of  his   company which  is controlled by Lord Leverhulme, o£  Port Sunlight fame, to erect on this  site shortly a large soap factory. The  new soap-making plant will also handle  by-products and it is planned to have  it easily the largest plant of its kind  in Western  Canada, as  it is  intended  to  not  only   supply  the Western  Canada trade but also to do an export business.    For this  end of  the  trade a wharf that will accommodate  ocean freighters at all stages of the  tide is also planned.  The site which has a frontage of  472 feet on Burrard Inlet with a good  depth of water and an admirable contour for wharf building, lies just east  of the Heaps' mill. TENDENCIES SHOWN  TO  SKIMP  CONSTRUCTION       ;  One of the penalties which it seems  must result from ;high building costs  is the tendency to skimp and cheapen  construction,  evidences  of which are  said to be shown in some of the moderate priced  dwellings now going up  in the~ outlying sections of the city.  It isnot so much a question of solidity of construction or structural safety as it is of the little details that go  to make any dwelling, no matter how  humble, more home-like and comfortable.     Since  the  city builders   began  to move with commendable haste to  practically  ignore   the  winter, season.  and    supply the    great    deficiency in  homes,    complaints have    been 'made  by   those for   whom some   of   these  houses have been built, that the standard, of construction in some instances  lias fallen below a desirable level.    It  lias also  been  claimed  by some  that  the price which home-buyers are asked  to. pay  is   not  confined   alone   to  increased material costs.    Part of it, in  other    words, is due to    inferior construction.  These      complaints     are     directed  mainly at the small builder who. ap-'  pears indifferent to the sounder business policy of "giving value received,"  hut whose  sole purpose seems  to be  to "build to sell."   Vancouver has had,  its surfeit of this'class of builders in  the past,. and this time of largely increased  construction  demands   seems  in a fair way to be taken advantage of  again.,   In a.market where homes are  ~being~"snapped*up before they are under  roof,   and   with   the   majority   of  such structures being erected well out  in the suburbs where close and con-  stant inspection is  not practicable, it  is to be expected that there would be  some   flagrant -instances   where  careless, slipshop workmanship  would appear and where those responsible for  it would depend upon a coat of paint  to gloss it over.  Such a policy as this, of course, is  reprehensible, and is being as closely  guarded against as possible by the  City building inspector's department.  It is not possible however, because of  - the increasing demand upon the services of Inspector Bird's limited staff.  to make inspections so "close" as to  prevent stumping or faults in construction. Where they do creep in it is  •usually because the builders seeks to  liold down the cost to the extreme, expecting to make a quick "turn-over"  and thus pass the grief and trouble to  the unsuspecting buyers.
