By such election the British Colum Record is no wise pledged to editorial support of any policy advanced my these societies, but maintains an absolutely independent position on all mat- subject to editorial opinion. BUM.DERS ARE NOT ARCHITECTS There has been so many and such persistent requests made of many prominent local builders of late by prospective owners to prepare tentative sketch plans for contemplated building improvements that a number Ot them have announced to The Record that, in their opinion, the time has arrived when all builders should unite in making a stand on this matter. la connection with these too prevalent . requests, local builders wish to correct the.erronous impression in some quarters "that they concern themselves Trith the original designing of buildings. All reputable builders wish to emphasize the fact beyond any possibility of mistake that they are build- -ers and not architects. -In emphasizing true ract that they Tare builders and not architects these local contractors and building firms "wish tp make^ the point clear, that they erect buildings only from plaqis and ' specifications prepared by architects . or engineers. They maintain that as the functions of the two professions are distinctly different, although both are working towards the accomplishment of the same object, there should "be no intrusion on the part of the builders into the legitimate field of the architect. As the architects have never attempted to usurp the field of the builders or go into direct competition with them, they consider it only right that they should return the compliment insofar as any intrusion. on the architects' field is concerned. It is admittedly a primal requisite of every building operation that there should'be some planning, but that planning or designing, it is pointed out, properly belongs to experts who lave made a study of that class oi "work and rightly object to others— even if they are fiifted with the necessary qualifications and experience— infringing on their chosen field. Prior to the outbreak ot the war there was a very decided stand made on this question by leading local building firms and contractors. During the war years however, due to the fact only minor repair work and necessary improvements and alterations were carried on, and also owing' to the fact that many in the architectural profession had joined the colors, some builders yielded to the importunities of ulta-economical owners and provided sketch plans of many jobs that should have .rightfully gone to an architect. This practice assumed considerable proportions of late with the resumption of building activity in the post-war period. With prospects ter of furnishing preliminary sketch plans, no matter how modest or humble the structure contemplated. The decision is a worthy one and deserves every support. MINING The Silver Standard mill resumed operations the first of the. week, and now that there is so much snow covering the intake water pipe it is not expected that there will be any morje trouble from frost this winter. A record in ore transportation by teams is being made from the Premier mine to the beach at Hyder.'' Not only are the teams belonging to the Premier Mining Co., employed, but the teams belonging to the Bush Limited, Forty Nine and others are all on the job. It has been estimated that some 3,000 tons will be shipped this winter. VICTORIA PERMITS 667—S. C. R., partition, View St., |300, S; C. R. Contr. 668—H. A. Notice of tender appears on page 4. ■■"■.. THE LOWEST AND BEST BIDDER Under the system of competitive bidding, contracting is a guess proposition, says The American Contractor; There is nothing to prevent persons without experience or organization, but who can secure financial backing, from submitting bids much lower than, those submitted by reputable contractors; and in a number of cases.the lowest bid will be one that is below the actual cost-of the worK. Now enters the clause in specifications relative to the lowest and best bidder. How many engineers"have ever;been able to convince the purchaser that the lowest; bid was not the best? Invariably the purchaser takes the-position that as the contractor has furnished a gilt-edged- bond, and as competent inspection has been provided for, why"is it necessary to. pay more for the work? In view of the fact that well over $200,- 000 of the city's allocation of $300,000 from the provincial government has already been used up or Is ear-marked* for loans that have already been applied for, it is considered probable that the retiring council may pass on to the incoming council a recoxn- mendation that an additional appropriation be asked for from the provincial government. It is believed that at least an additional $50,000 will be required, for there are many veterans who have been trying to finance the construction of their own homes themselves, but owing to the prevail- I ing high costs of building materials, | have decided that it is better to take j .' advantage of the provisions of the r Soldier Housing Act and allow tae city to build a home for them and pay ifor it in sums that practically only amount to rent. * WRIGHT BROS.
