That promises to be the case in  connection with a large amount of  very necessary and imperative road  improvements in Vancouver. By  ably in-  such   a  sum  was  not necessary or  that city  streets   and   lanes,   especially   in   the  outlying residential districts, did  n'Ot  by%1ies1'J.so^ require such a- sum to put them into  lutelv   independent   position  on  all   matters subject to editorial opinion,  fjgll^l««S*MS«BSSSS»B««S»B^S»«"»S"tSB»SSSB«B^S*SBIS»«SSS»«^"S"S^«*i*'«'»B*"»^1^B^^^^^  ROADS NEED ATTENTION  - It is all very well for the economically-minded ratepayer to go gaily to  the polls and vote against all the  money bylaws placed before him on  the ballot paper, on the general assumption that no more civic indebtedness should be incurred to increase  the already heavy taxation,  sometimes some of these  money  by-  passable condition after four years of  enforced neglect; resulting from wartime conditions and financial! stringency. No other construction could  be put on the verdict of the ratepayers, and yet in the face of this, it is  well to look at expert opinion on this  question of needed road improvements.  Ordered by the city council to bring  Butjin   a list of only the  most urgently  needed  improvements to streets  and  lion  for road work, all of  which was  needed  this year.  And yet, the ratepayers turned  down a bylaw, for $200,000 for this  work. The result will be that some  of it will have to be done this year,  and about the only way to provide for  it in the estimates will be to raise the  tax rate. And the increased millage  which will have to be put on the next  few years may be larger than if the  bylaw was passed and the $200,000  spread over the next ten years.
