P. Lyall & Son, limited,  Vancouver and Montreal. At present the heads of  the firm1 are in  Ottawa or Montreal,  and there is no one here to speak with  authority as to when the actual start  on the dock will be made. Fire insurance adjusters having  completed their survey and estimate  of the damage caused by the recent  tragic fire at the Parks Rooming  House, 151 155 Pender street west, the  owners have awarded the contract for  the extensive repairs necessary to put  the building in shape againl The successful bidder for this work is Mr. W.  J. Prout, 1317 Twenty-fourth avenue  east, his figure for the general repairs  being approximately $30,000.  Contractor Prout- intends to start  work on the repair "work immediately.  The damage _from: the recent - tragie-  fire- in-which three ;lrres ^ere lost,  was mafnly confined to the two lower  floors ofthe fiv'e-storjr structure, but  some alterations are ,to be made to  the upper floors too. AMERICAN CITIES SHOW  DECIDED DROP IN TOTAL  OF BUILDING FOR MONTH  In striking contrast of "Western Canada in general and Vancouver in particular, where a big increase in the  "value of building permits for the first  eleven months of the year has been  shown, the official figures on building  permits for November covering 203  cities in' the -United 'states, which  show a total of 28,343 permits with an  aggregate value of $74,098,500. This  shows a recission of more than ?20,-  000,000 from the October, 1920)' total  and an even' 50 per cent, reduction  from the total for November, 1919. The scow  is to he 30 by SC feet'in size, and will  be very strongly constructed.   It is intended to carry coal from  Vancouver  for   the  use   of   the   municipal   ferry  steamers, and as the trip it will make  will be a short one and the supply it  can carry in  the;protected waters of  the Inlet will be quite large, tho council   decided, that   for   the .present   at  least it willjiot be:necessary to erect  municipal coal  bunkers for the  storage of coal for the ferries. Addition to the existing plants is shortly to be made and early in tho summer a lumber yard, it is hoped, will  also be in full swing. |  BUILDS NEW PILE DRIVER  FOR BRIDGE CONTRACT  VICTORIA—(Special).—Under the  direction of the city engineer's department, the construction of a large new  pile driver has been commenced, to be  used later in the construction of the  sub-structure of the Johnson Street  bridge. When the hug;e cassions are  installed on the bridge site, the pile  driver will be mounted on top of them  and will be used for driving the piles  which will support the bridge piers.  While awaiting the delivery of "lumber  which  will   be used  to construct  the caissons. City Engineer P. M. Preston has superintended the construction  of an exact model of one of the caissons, on  a  scale  of one inch   to one  foot.     This   model   caisson,   which   is  something  under   five  feet in   length,  v. ill be floated in the harbor in order)  that the  engineer may  see just how: j  the   real   caissons   will   behave'  when  they are launched from the old Indian  Reserve. Patent Office has recently allowed an invention which may-  revolutionize the construction of reinforced concrete floors, roofs, -st-Sps,  etc. The invention is the culmination  of thirty-five years' architectural experience, of which twenty years has  been spent as director of construction,  involving extensive' user of concrete  and formings, for the treasury department. All the extensive preparations,  delays arid obstructions now being  suffered in such work, are obviated  in the following manner:  The bearing supports, such as the  permanent walls," partitions, columns  and girders being in place, floor, roof  and steps are laid in small interlocking units, which, are parallelopiped in  form and in full span lengths. The  units are of light weight concrete in  sheet metal sheaths, reinforced with  rods or fabrics of strength desired.  '•These units may be placed by unskilled labor, each piece - being laiuV  before" the layer, much, as logs are  laid in a corduroy road. When so laid  the units are ^immediately ready for  use, to walk over and to work upon.  Floors, steps, roofs, etc., may be laid  in any kind of weather or temperature  without- detriment to the work and  without the usual waiting for- wet concrete to harden and season." The cost  of protecting such c6ncrete work under the old methods is entirely eliminated. The logs are secured In place  by iron anchors at both ends, the reinforcing rods being extended, lapping or hooking as desired. '"Where  fabric is used for reinforcement, 4fce  iron anchors are cast Into-the concrete  unit. Steps are run together by filling  the trough-like interlocking groaW  with "cement. ' " '" 1~'''""  " The units are to be standardized  "ready-made" in shop, there tested to  guarantee, scientifically cared for till  seasoned and then' stored ready for  delivery. It is proposed to have shops  and agencies established in districts  from' which finished slaps are shipped  comparatively gmall distances to the  lib, this  insuring  minimum   freight  cOTts.  *. The equipment  will necessarily be of a costly nature  owing to the need of much drilling in  the country rock, many thousands of  tons of which will have to be removed  to make the dock basin.  The dimensions of the dock will be  as follows:  ' Iiength from "caisson stop to head  wall, 1,150 feet; width of entrance,  120 feet; depth on sill at ordinary  high water spring tides, 40 feet;  width at coping of dock walls, H4  feet.  ' It will be divided into j two parts,  650 feet and 500 feet respectively,  each part closed by a ship^steel caisson. The dock will be emptied by  three centrifugal pumps, each having  a capacity of 60,000 gallons per min-  'ute'. The pumps and other machinery  will be run - by electric power generated by the dock power plant.  OPEN   NEW   RICHMOND  ROAD.  RICHMOND.—A stretch of road, two  miles in length, extending from the  intersection of roads four and nine to  Woodward's Landing is now open for  traffic. The building of the road was  carried out in particularly bad weather, and residents of the locality are  rejoicing in the fact that a long detour is now avoided.
