At the same time, the architects of the province have also falles into line and there is every hope that before the "house rises private bills, "which are now being drafted, will have been put through and become law, granting to the engineers and x architects the same statutory protection and powers as has been enjoyed "by other professional bodies not only in British Columbia, but, all wer Canada. The draft of the bill to define the status of the engineering profession is now being prepared by as representative a committee from the pro- . fess ion as it is possible to secure. The chairman of the drafting committee is Prof. Matheson of the University of British Columbia, and the membership of the committee is confined to practical and practicing engineers. This much-desirea-and long-wished- •for bill will seek to define what the practice of the professional engineer means. The scope of the measure will cover civic, mining, mechanical and electrical engineers and all others who should -be properly so classified as "professional engineers." They "will all be duly registered, and only those holding a certificate ..under the bill will be entitled to practice. Thus 4he professional engineer will be recognized and the public will be duly protected. ' .*■ It is proposed, under the terms of the* draft bill, to fix January 1, 1921, as the time limit in which all practising engineers in British Columbia .shall register under the Act. No one can claim hut what that allows ample time for putting the Act into foro« The initial qualifications for membership are fixed as requiring at least five years' experience in the active practice of some branch of the profession. Admission to the association^ will be regulated by a council of eleven members, of which four are to be named annually by the Lieutenant-Governor in Council, and five are to be elected by the members at large, with the president and past president constituting the remaining membeVs to make up the council of eleven.
