In fact, it is al- j most a scandal the way in which many cases of infectious diseases have been forced to undergo treatment in what are by courtesy termed "isolation hospital" buildings, but which are really more fit for cattle than to treat suffering human beings in. The "flu" epidemic, both in its first grim spread as well as its present recrudescence, has illustrated the fact that hopital accommodation must be available for these and similar cases at any cost, and it is essentially necessary if the death rate is to be kept down. It ended in a small percentage ol the pipe being refused acceptance by the city owing to not being up to standard. Some of this was afterwards sold to the city at a considerably- reduced rate and was used .where the pressure to which the pipe would'be j subjected was not very hign. The Dominion government was the purchaser of the city's reserve pipe in the deal recently put through by Mr. Stuart. The pipe is intended for a waterworks extension of nearly seven miles to provide better sanitary and accommodation facilities at the William Head quarantine station near Victoria. Other important improvements are being carried out there which are designed to enable the station to handle the entire passenger list of a big ocean liner in case it should be necessary to enforce quarantine regulations on a large scale.
