It was suggested that the  proposal be submitted to the ratepayers either in the form of a financial  bylaw or through the medium of a plebiscite.  NANAIMO—Walter Marriott, a mill  owner of the Englishman's Rner dis-  tnct, sustained losses to the extent of  ?40,000 on Satuiday by reason of a  flood, the heavy rain of last week causing the river to rise nine feet in a  single day. Mr. Maniott's loss mcliicl  es anew 90-foot scow loaded with machinery, booms, cedar Lolls, lumber,  camp, skid roads and a large amount of  timber recently cut and ready for market. The entire equipment was swept  out into the gulf and up to the present  none has been recovered. This is the  second time within three .weeks that  Mr. Marriott has suffered losses by  reason of high water in the river.  BIG^FACTORyTn VANCOUVER.  VANCOUVER —. The establishment  of a cordage factory in Vancouver is  now definitely assured. The name of  the corporation will probably be the  Pacific Coast Cordage Co., and Vancouver capital is interested although  the promoters are Judge Will T. Bard  of Portland and John S. Wynton of  Seattle. The company will be incorporated not later than January 10 and  the site will be in the vicinity of Vancouver.  Judge Bard stated that the concern  which will have a capital investment  of a million dollars, would spend $500,-  000 on the first unit of the plant and  the superintendent will be an experienced ropemaker who is bringing to  Vancouver some new ideas in machinery.  under the chairmanship of Mr. E. W.  Hamber, who was also given charge  over the lumbering section Chairmen  for the other sections are- G. G. Bush-  by, manufacturing and shipbuilding;  F. E Burke, fisheries; A. E. Munn, loggers; secretary, W. E. Payne.  VANCOUVER—The work of organizing the many bureaus under the new  Board of Trade scheme is proceeding  rapidly, and the latest to be formed is  the mining bureau, which was organized with Mr. Nicol Thompson as chairman. Mr. F. C. Law is vice-chairman,  and the committee consists of Messrs.  A B Clabon, E. A. Haggen, A. Erskme  Smith, A. E. Hepburn, J. B. Mathers,  George M. Gibbs, Charles A. Lee, F.  Wilkinson and C. E. Cartwright.  VICTORIA—Advice from Victoria is  to the effect that the two engines for  the auxiliary schooners Jean Steedman  and Beatrice Castle, built by the Cameron Genoa Mills Shipbuilders for the  Canada West Coast Navigation Company, have arrived from Sweden and  will be installed immediately. The two  vessels will be delivered to the owners in tlie course of the next few  weeks. The work of stepping the masts  into the Beatrice Castle has been commenced.  Balfour, Guthrie & Co. Trees, logs and mud collected upon the grates of the flume  leading to the generators at the La  Grande power house and the lights in  many parts of the city were cut off.  Two spans of the in term-ban bridge  at Eleventh St., Payallup, fell out on  Wednesday night, and with the river  gradually rising, more bents of the  bridge are in danger. VICTORIA—'1 he local branch of the
Engineering and Technical Institute
held its regular monthly meeting last
evening in the rooms of the Institute,
Union Bank Building. Uhe meeting was
largely attended, the principal business of the evening being' m connection with the securing of a charter
It was also resolved by both the
local and Vancouver branch to change
the name of the Society from the British Columbia Institute of Civil Engineers to The Engineers and Technical
Institute of British Columbia. This was
thought expedient, as the society includes amongst its members architects,
naval architects, surveyors and others
engaged- in the various branches of
technical engineering. The membership on the Mainland is increasing
rapidly, and each, meeting of the local
branch has now applications  to deal
■with. '   ,
F. H. Shepherd, ex-M.P., was present, and informed the,local'branch of
what was being done on the Mainland,
' where its members were very optimistic of the future, before the Institute.
At the conclusion of the proceedings
an interesting --and instructive^ paper
-was read by Mr. Mansfield, on Surveying Brazil. A hearty vote to thanks was
accorded the speaker at the close.

Bay. 77  VICTORIA—Reports for the month  of November show that British Columbia lumber mills have experienced  their record in the way of orders.  Nearly sixty million feet is the total  or approximately twenty million feet  increase over the same period of last  year. The major part of this increase  is accounted for by the demand from  the prairies, while the shipbuilding activity within the province has, .naturally taken its quota.  It is felt in lumber circles^ that, providing the labor situation can be effectively handled and the logs secured,  the next few months should see still  greater increases.  OTTAWA—Exports of Canadian produce in November were valued at  $187,3ir>,515 and the excess of exports  over imports amounted to $114,607,076,  new high records for any month in the  history of the Dominion. The best previous showing was that of last July,  when exports were about $117,000,000  and the excess of exports over imports  about $87,000,000.  Grain and manufacturers were responsible for the increase this month.  Exports under the head of agricultural  produce reached a total of nearly ?78,-  000,000, the highest ever reported for  any month. The total of manufactures  was considerably below the previous  record but still high at nearly $68,000,-  000. There was some expansion in  animals and their products and other  minor classifications.  The increase in the country's favorable balance for the month was partly  due to a contraction in imports, which  were the smallest of any month since  February.
