Another undertaking now under way  is   the   complete redecorating  of  the  CITY   WILL   UNDERTAKE  $60,000   IN  SEWER  WORK  In addition to the extensive programme of street grading, vacant lot  clearing, and waterworks extensions  which involves an expenditure of approximately $200,000, and which is designed to furnish employment to many  of the idle men with families in the  city, the city council, acting on the  recommendations of the special joint  committee on unemployments has decided to recommend to the city council a further appropriation of $60,000  for sewer work. That class of work  will require a lot of labor and as there  are many sections of the city which  require extensions to the sewerage  system, the work can be done to good  advantage just now. even although it  is much later than usual for such work  to be carried out.  The city engineer's department is  now busy preparing the plans for these  various sewer extensions -which are  to be located mostly in the recently-  settled-up portions of the east end.  the industrial section south of False  Creek and various small sections in  'Mount Pleasant, Fairview and Kitsil-  ano. City Engineer Fellowes expects  to have a list of the new sewer-extensions and plans ready to submit to  the civic board of works at their meeting on Tuesday and. a special meeting  of" the council will then be called to  authorize the work. Now that the people have had time  to recover somewhat from the first  sn'ock-'of high rents, some of the "more  thoughtful "are beginning' to wonder  if the campaign of denunciation of  landlords—meaning * houseldrds—has  been altogether wise. "While there has  been undoubtedly some conscienceless  profiteering in rents, it is also" apparent that- there are a "vast number of  landlords who advanced rents no more  than enough to cover the cost of operation and upkeep.  Another thing noticeable is * that  some tenants made such an. outcry  against * an}*; advance - at -all that -decent, building^ owners sold in disgust,  arid profiteering buyers ra'ised 'them  to the limit. Still another thing to be  s'een is that* would-be investors have  been frightened out of all desire to  engage in-housebuilding.  -These facts now take on a sombre  aspect. There is a great shortage of  houses. This shortage • can be relieved only by increased buildings But  there can be little building—at least  on the scale that is1 recjuired—until  there is' a better return to capital invested in-houses and apartments. Almost-any other kind of business pays  better ' than housebuilding. Either  Vents must go still higher, or * the  costs of building must be lowered.  It is one thing to limit the income  of present house owners. It is an altogether different thing to induce men  to build new houses; and without new  buildings the problem remains unsolved. It was only natural that tenants  should cry out when rising rents be-  a building the city will fine him half  the normal  rate  of  interest and   his  tenants will accuse  him  of profiteer-  But if he buys another  vacant  in  lot he can lie back and let the growing community increase its value and  nobody molests  him. Many  an  have  social  been compelled to buy in order to  ensure a roof over their .heads only  to frequently- find the occupants very-  tardy about leaving, lest they in their  turn should "find themselves homeless. Old houses have been renovated, single houses have been turned  into two or three flats, and every  house-keeping apartment is filled, but  very few new dwellings are being  erected. . The  slowness   of  business and   demands for rock bottom prices' are hitting scrap dealers pretty hard.    Buyers have found little trouble in getting  lower prices; as some dealers are discouraged with  the outlook and eager  to turn stocks Into cash.   At least five  lines were depressed in price the past  week.    Old car wheels were the most  seriously affected,  dropping about  $3  a  ton,  some -tonnage  going lately  at  $24, in some cases recording a cut of  $6 by certain dealers.
