This is practically the  ' keyuote of the policy of the Dominion  . department of labor to bring the country back to a basis of peace,  plenty  and happiness," said a prominent mem  ber of the Vancouver Trades &. Labor  Council (Int.) to The Record. Recent advices from Ottawa also bear  out this statement and indicate that  deep  thought' has  been  given  to  the  plan. Every interest was weighed  with, regard to its value as a force in  putting labor to work. Every natural  impulse was studied, every fact bearing oh the fruitful employment of the  resources of the country was talcen  in to account, and the answer of all  was: "Build now." The building in  dustry was stopped by the-war. The  men and materials used in it ware  needed by the government for v/arj  work. Thus the industry is behind in  its schedule by at least five years.  The   plan  of the   federal  labor de  partment, backed up as  it is  by the  appropriation .' of   125,000,000   for   the  construction    of homes for    returned  soldiers and help to relieve the hous-'  ing    shortage, has  met    with hearty  support in every province of the Dom  inion.    Each provincial government is  also directing its efforts towards completing, as far as finances will permit  "public works postponed from the be  ginning of the war.   Nearly every city  and town  in  the  country  needs new  buildings   -or  additions  to old    ones.  "Nearly every city has been compelled  lo defer its paving, 'its sewer building.  its    general  system    of  keeping    its  house in order and in good repair.**  As a result of these five years ol  peneral wear and tear without atten  tion to upkeep, the labor of hundreds  of thousands will be called for during  the coming spring, and the country  will thus be able to .retain its indus  trial poise of wartime prosperity, it  will be able also to give ^employment  to the thousands of returned men who  have recently been mustered out of  the service, through the direct effect  ot building trade activity upon all the  other industries. Modern building  operations embrace nearly every function of industrial life, and through this  broad scope it affects the general  trade of the country.  the  Citizens   Club   tomorrow  evening  at S:30 p.m. when the association will  entertain  Mr.   H.   H.   Stevens,   M.P.Hon. J. W. deB. Farris, attorney-general;   Mayor   Gale,   and   other   public  men.   It is expected that there will.be  a large gathering of the leading technical men under the presidency of Mr.  E. G. Matheson, professor of engineering at the University of British Columbia.' BUILDING INSPECTOR  A special committee of the city council having reduced a list of 28 applicants for the position of assistant city  building inspector down to only three  candidates, a report to that effect- was  submitted to the city council on Monday by the special committee which  comprised Aid. Owen, Rogers and  Elkins. The trio of candidates who  art- still in the race are T. McLay, H.  Haggard and J. H. Jones. On the sup  gestion of the committee, it was decided to ask these three applicants to  appear before the city council on.  Thursday when -their, qualifications  will be reviewed and the appointment  made.  ENGINEER  DECLARES  BRIDGE  QUIitE  SAKE  Reporting to the city council on  Monday and setting at rest some silly  rumors that have been in circulation  City Enginer Fellowes stated emp.iat  ically that the Connaught bridge, both  the permanent steel part as well a3  the temporary repaired fire damaged  portion,  were'both quite safe.  As the bridge was not entirely "foolproof," Mr. Fellowes pointed out the  chief danger lay in speeding by motorists especially over the narrow space  on the temporary frame, span. Motor  and other vehicles were supposed to  ,slow down to 5 miles an hour over  that span, and although he had limed  a good many motor cars crossing the  span, Mr. Fellowes stated the slowest  he had seen any of them travel was  1C- miles an hour while some went ar.  fast as 30 to 40 miles. He reported  that two additional red lights had been  placed at the approaches to the teni-  r.orary span, and that as an additional  wrning of the narrow roadway the  fence barricades would shortly be  painted in broad black and white lines.  But all these precautions would avan  nothing to a reckless motorist on a  foggy night. •*  The additional precautions were endorsed  by the council.
