A committee of  aldermen is to be appointed to confer  with the purchasing agent about bringing the new system into effect. Tenders for 1918 supplies must be in by  4 o'clock, January 14. Alderman Peden  got the aldermen to promise that tend-1  ers not in when the clock begins to!  strike four will be thrown out.  NANAIMO—The Athletic Club Committee reported to the council this  week having gone thoroughly over the  Athletic Club Building they found that  it will require approximately an expenditure of $1450 to put same in anything like shape. This amount being  made up as follows: $200 to repair  foundations; $600 to shingle the sides j  up as far as the rustic; $650 to put the  heating plant in shape. They recommend that this work be proceeded with,  The report was laid over for one week.  The history* of theiDewdney Dyking  district has been,an extremely chequered one.   Many years ago it-was undertaken by the municipality but-proved  a failure..   So downcast were the'citizens that there did not exist sufficient  energy  to elect a   municipal  council  the year following the disappointment,  as a result of which all municipal incorporation   privileges   were  annulled  and the government of the day came to  the relief of the people and assumed  a portion of the obligations.  The reclamation of the lands in question, which comprise something less  than 3,500 acres, was undertaken by  the Dyking Commissioners, acting on  the powers and under the provisions  of the Dyking and Drainage Act. The  first estimated cost of the enterprise  was placed at $50,000 and debentures  for that amount were duly issued. This  amount, however, was soon found to  be insufficient and a further debenture  issue of $80,000 followed with still a  third issue amounting to $20,000. This work it was reported was  absolutely necessary, the expenditures  being apportioned as follows: Ward  One, $1000; Ward Four, $600; Ward  Five, $2920; Ward Six, $6495; Ward  Seven, $1270; Ward Eight, $2075. In  addition, it was decided to build a  short section of sewer at the corner of  Balaclava street and Twelfth Ave. at a  cost-of $1100.  VICTORIA—The Provincial Minister  of Public Works deposited with the  Minister of Public Works at Ottawa  and in the office of the District Registrar of the land Registry District of  New Westminster at New Westminster  a plan showing the type of structure it  is proposed to use in renewing the  present bridge across the North Arm of  the Fraser river between No, 3 Road,  Lulu Isiand and Fraser Ave., South  Vancouver, and will, after Dec. 24th.  apply to the Minister of Public Works  for the Dominion of Canada for approval of the plan and for leave to construct the bridge.  j found its sequel in a judgment given  < against the Commissioners for a large  amount, a good deal of which still remains undischarged. The balance of  the judgment, together with interest  and other expenses now reach a liability approximating $150,000.  The aggregate result, then, is that  the land owners are unable to meet  their assessments, as a large part of  the laud is not yet under cultivation,  while some it is now advertised for  sale for dyking taxes. The proposal  now made to the government is along  the lines that the bondholders will consent to exchange their present holdings  for forty-year four per cent. Interest-  bearing debentures, providing such are  guaranteed by the Government. It is  also understood that the bondholders  would consent to forego arrears of interest, now extending over two or three  years.  It is altogether likely that a similar  proposal will be placed before the provincial executive by the Nicomen Island locality where some $90,000 is the  amount involved. Mayor Vance requested the company to set a price on the  j plant, but this the company refused to  do, pointing out that it would be neces-  , sary to arbitrate under the terms of the  , agreement.
