The same was not  true with reference to pig iron, which  dropped to new low levels and showed no indication that it would tarry  long at the new marks because second  hands are already in the market, ready  to under bid the new furnace prices. While official advices on the subject are not forthcoming as yet, it is  understood on good authority that the  provincial government executive has  decided to reject all bids submitted on  the proposed Prince Rupert court  house. Intimation to this effect has' already been received by several well  known local .contracting firms who  submitted tenders on the work and1  were in hopes of being able to make  an early start on the structure and  thus furnish much-needed employment  to some of their staff.  ■It    is - understood    the    provincial  executive,  after  opening the  tenders  last Monday and considering them for  a couple of days, decided, that in view  of  the    falling    market in    building  material prices, to withhold any award  of the contract at present.   It was intimated- that   the  government   would  probably   call   for  new  tenders   later,  as it was considered  that all  the figures for the work as at present submitted, were too high in view of possible market changes in the near future.  Prominent local contractors asked  for their views on this action of the  government, were - unanimous in expressing their disapproval in strong  terms, especially in view of the need  for immediate action in all the cqast  cities to provide employment for the  many idle artizans. Doubt was expressed by several well known,-, contractors., if the government would be  able to effect any material saving in  the cost of the projected "structure by  its policy of procrastination.  The plans of the new( Prince Rupert  court'house show a three story structure of cut stone and concrete in conventional design, which was estimated  to cost in the neighborhood of $400,-  000.     ■'.'■-.' LADYSMITH  MILL  FIRE  CA'USES $31,000 LOSS  NANAIMO—Fire which broke out at  about 7:30 Inst Friday evening destroyed the shingle mill of the New  Ladysmith I/iiniber Company at Lady-  smith, causing a property loss of $31,-  G00 with insurance of S3,7r>0. -It is  not known how the fire originated.  No one was on the premises at the  time the fire started, hut the Lady-  smith fire department succeeded in  saving the dry kiln and store shed.  The mill has been in operation 20  years. It has been closed down the  past month while repairs were being  made and new machinery was on the  way for installation. NEW YORK  A concerted movement is on foot  in New York to restrict commercial  building, not only in order to divert  building materials and labor to dwelling construction, but because in many  cases, the erection of commercial  structures results in the tearing down  of dwellings and the eviction of families. One such project recently in  New York would have resulted in the  eviction of 1450 families. At present  the city's commercial building programme shows the huge total of 79,-  000,000 in contracts awarded. If this  is permitted to take priority over  house building, the absorption of  labor, materials and transportation  facilities will make home construction  practically  impossible.  Dr. Copeland,-New York commissioner of health, says that something must  be- done and done quickly in" order  to relieve New York's housing situation which is positively acute. He  states that New York city health  laws are being winked at by the health  department itself, in many cases, to  avoid putting in the streets thousands  of tenants who are overcrowding  apartments and- other buildings. He  heartily endorses the British plan of  stimulating .building by' selling "housing bonds," guaranteed not'" only- by  municipalities, but also by the government.  The congestion described in New  York is an excellent barometer of  housing conditions throughout both  the . United States and Canada—although not so acute in Western Canada. With prices tumbling, speculators and owners should get busy and  build. But they should not make the  mistake that some investors have  made by building cheap homes—bungalows that are little more than  thrown together, and which, at best,  will last their owners little more than  five or six years.  A number of this undesirable typo  of alleged homes have been built in  the east—a fact of which the public  as well as the.owners are becoming  painfully aware. These dwellings are  an eye-sore, architecturally, not to  mention their ,poorly-planned interiors  and cheap, flimsy-type of construction.  Second-hand plumbing, leakyproofing  material,- discarded, imperfect glass,  cheap paint and poor '■■•'millwork all  combine to make these so-called  homes more of a plague to the community than a benefit.'■■.-       A  If we are going to build homes to  relieve the housing congestion, let us  build them right. Home building 'and  residence construction is the one  class of structural work which; the  city bylaw allows some latitude in,  and sometimes builders who are none  too particular endeavor to evade even  the few necessary regulations which  the city building, plumbing and electoral bylaws call for. It is up to tho  inspectors in these civic departments  to see that there are no complaints  of whole rows of jerry-built structures, such ar have lately been erected  in some of the eastern - American  cities. New business was light, totaling  oniy 42.982,906 feet. This included  S.S70.926 feet of cargo business; about'  2.000,000 feet of local trade; and 32,-  310.000 feet for retail yard and industrial requirements to be delivered by  rail.  Shipments totaled 56,098,731 feet, of  which cargo shipments represented  16.384,597 feet; locate trade, 3.3S4.134  feet; and rail shipments, 36,330,000  feet.  /rhe unshipped balance in the rail  trade is 3733 cars; in the domestic  cargo trade, 102,925,824 feet; and in  the export trade, 22,713,297 feet.
