VICTORIA—Co- incident with the  arrival from the department of public  works at Ottawa of the long-expected  plans and specifications for the new  Dominion Government drydock to be  constructed -at Skinner's Cove, Esquimau, conies the official announcement from Mr. R. C. Desrocbers, secretary of the department a. Ottawa,  that tenders are now called for this  big undertaking and will close at noon  on Thursday,-December 9.  The plans, which are now open to  inspection at the office! ^of pstrict Engineer A. F. Mitchell, comprise some  .25 blue .prints showing every phase of  the construction in detail.' SEYMOUR 2327  In length, the drydock will be 1,150  feet from the outer cassioxi top to the  head wall, while there will be a depth  of 40 feet of water over the sill.  There' are two inner sills, one 400>  feet and the other 750 feet, from the  entrance which can be closed when  small vessels are docked, and which  will mean a great economy in< the  operation of the dock as well as the  time required in pumping out. Both  inner and outer sills are to be enclosed by floating cassions, of which  two are provided for' in the plans.  The construction and installation of  these are to form part of a separate  contract. WILL VOTE SATURDAY ON  NEW $112,000 SCHOOL AT  CHILLIWACK BOUNDARY  CHILLIWACK.—A whirlwind campaign is being waged by the board of  school trustees for the balance of  the week prior to the ratepaying voting on Saturday for a money bylaw  which will decide whether or no a  new consolidated school costing $11,-  000 is to be erected just outside the  city - boundary of Chilliwack. The  money bylaw is for $75,000, the pro-'  vlncial government having agreed to  contribute the remaining $37,000. (Oonttoaed to page  fl)  CLAYBURN   COMPANY   HAS  REOPENED   BRICK   PLANT  CLAYBURN—With the re-opentng  a few days ago of the Clayburn Brick  Company of its second plant at Kil-  garde, the company is now utilizing to  the lullest extent possible the excellent clay deposits of this locality, and  both the Kilgarde and'Clayburn plants  are now running to their full capacity. The two pjants are located about  four miles apart and it js a matter of  much satisfaction to the firm as well  as builders generally that the quality of the clay deposits being used are  showing improvement with depth, especially for fire and face brick making. The two plants are now giving  employment to about 150 men and are  one of the important and staple industries   of  the   province.  The opening of the second plant  will benefit.builders by way of materially increasing the brick production  and obviate any delays in the supply  of any class of brick, tile,.drain tile  and sewer pipe. Of late the company  has been making shipments as Car  east as Montreal and south as far as  San   Francisco.  AWARD SUBTRADES ON  TORONTO TRUST BLOCK  Sub-contracts in connection with  the supply and installation of the  structural steel, electrical work and  plumbing and heating for the extensive remodelling and alterations being  carried out on (the 'Toronto General  Trusts block at the corner of Pender  and Seymour streets, have been  awarded by Architect James A. Benzie, 722 Standard ban* building, who  prepared the plans and Is supervising  the construction. '  ■ Cannot the architects convince their  hesitant clients who have been trying all summer to make up their  minds, that it is at least worth while  to take a "sporting chance" right now  and have plans completed and .bids  taken?- And pay the architect for his  trouble besides?  There are scores of small to good-  sized building projects, only, on the  paper stage so - far in the offices of  local architects, which have been hung  up all summer simply because ,tlie  owner continued to hesitate and could  not make up his mind to proceed. High  building costs and shortage of-material were invariably quoted as the principal'reasons for not going ahead with  these ' building projects. The latter  no longer, applies in -the majority of  instances; while the former is a,condition 4hat bids fairi to- continue', for  some time, so-there will,be.oaly_ valuable time at a period of high rents lost  by further-delay in commencing building operations. .And-eve_-y\ ."week the  housing and apartment shortage grows  more acute in the city. , The returns  at'present rental" values are sure and  give every indication of continuing for  somer time.-  -*,■".*  .- -The relatively small expense of getting the ' plans completed on    these  pending projects is the only "chance"  the owner takes in the matter as, the  contractors,   while   stating  that  they  are wasting their time to some extent  in   figuring   on   jobs   that   never   go  through,  are yet'willing to  continue  doing so because it is clearly to their  best    interests to assist in    keeping  building activity, which is now "somewhat slowing down, going as briskly,  ds possible during the fall and winter  season-.   Every job that-is figured does  not fall flat;- a good per centage of  them are ready to be signed up, and  this per centage is steadily increasing.  It means however, that carefulness  must be exercised on the part of the  architect in conserving every item possible in plan and design;.in not making  absurd   guesses for   the   owner's  benefit.   To induce the owner to take  a "sporting chance," so to speak, in  getting the plans under way and compensating the architect.   The_ contractor will do his level best to land the  job.    The result, among, other things,  town of loco.   These* are' to be single  core cables.        .       ,'•       a  Another pair of single core cables  are to be laid across the. Inlet from  a' poind a • short distance from the  Shell Company's wharf, east of Hastings; to Roche Point; at the entrance  to.the North Arm "of the inlet. This  will allow of better connection with  Dollarton and the eastern portion of  the North Vancouver district' 'which  has been- clamoring for service for  some -time.  The other three cables are to be  laid one across -he Pitt TUvef/at the  Pitt .River- bridge on the Dewdney  road, another across ■ the North Arm  of the Fraser at < the draw spans of the  two'bridges "on .Sea Island and Lulu-  Island, and the third across the  Fraser river at New Westminster, at a  point about 1000 'feet west of the  Fraser river bridge. This last promises to be the 'most difficult cable of  the lot to lay,-as-it-will be the heaviest and the swift current of the  Fraser also offers a problem in laying  that will necessitate the- employment  .of two tugs to lay the cable. -  ' These " new submarine cables are  all in addition to the 35-mile three-  pair submarine cable which is to'be  laid some time next spring from  Point Grey across to Nanaimo, to provide for the need of increased accommodation *to Vancouver Island. This  cable, which is now being made in  England, will cost, together with its  installation, more ' than  $250,000.  Plans are also being prepared by  the company's engineers for improvements to'the new telephone exchange  at Kerrisdale, as well as extensions  to other branch exchanges throughout the lower mainland.  LOCAL ARCHITECT BEREAVED-.  General sympathy will bo felt  among the architcts and contractors  ofithe community for Mr. W. T. Dalton, of the architectural firm of Dalton  &, lpvelcigh, over the demise of Mrs.  \V. T. Dalton at San Francisco whore  she has been-for some time in an  effort to improve her health. The late  Mrs. Dalton, who passed away a couple of clays ago after a lengthy illness, was a well known and highly  respected resident of Vancouver for  at 1972 Robson street, but Mrs. Dal-  the last. 80'years. The family reside  ton's two daughtors wore at her bedside in San Francisco when sho died..
