The estimated cost of the new school is expected to be between $12,000 and $15,000. Tenders were originally called for three different forms of construction, frame brick and tile. The proposals to have either brick or tile has been abandoned as none of the contractors would figure on these materials for that size of a building for that figure. It was stated that to keep within the appropriation it would mean that only a "shell" of a building could be erected of brick. In an effort to encourage in a practical way, improvement in the design and construction of buildings in Washington, D.C., the Board of Trade of that city, through its committee on municipal.art, will award medals each year for merit in ■ construction work. The idea is one that might well. be adopted by.the local Board of Trade as it would tend to materially improve the architecture of future buildings to be erected in the city .and promote a healthy' rivalry among local architects and builders that would be sure to result in a better class of structures erected in the city. The announcement of the offer ,of annual prizes by the' Washington Board of Trade states that the Board desires the hearty .co-operation of .all owners, architects;- builders,- real estate dealers and operators' in Improving the , design. and character of the buildings erected, and as an.incentive proposes to award prizes' for the most eritorious buildings. The classes of building included in the awards will.be as follows:. ,"" , Commercial- buildings, not exceeding tour stories in height. Apartment houses, not exceeding four'stories "in..height—generally,^the lion-elevator* type. -*; . <-' Apartment houses, of -five or more stories-in height—the elevator type. The award will consist of abronze tablet, which may be placed on or in the building, with a certificate to the owner, architect and builder. The buildings will be judged as to their merits in planning, in making the best use of the space, the proper placing of the rooms with their relations to each other, and their outlook from the building, also as to sufficiency of accommodations and equipment. The reasons for selection of the classes of buildings enumerated is because it is thought they represent those in which greater improvements are possible. In the commercial class the large buildings generally take care of themselves, but the smaller buildings are apt to be neglected. In view of the amount of buildings that is certain to take place in Van- (Continued from Page 1) tween Mr. Duncan C. Scott, deputy superintendent of Indian Affairs, and Mr. Ball, in which the latter pointed cut the urgent need of these schools owing to the protests that had been made against ;the presence of Indian children attending the public schools with white 'children. The Indian children also generally had a Jong way to come to attend the other public schools but by erecting schools on the reserves the authorities Will be better able to enforce the attendance of the' Indian children, and thereby assure better educated natives. The plans for both of these new schools will probably be prepared soon by the public works department at Ottawa, and it is expected that tenders will be called in about a month's time. CANADIAN PAVING CO. SUES TO GET DEPOSIT SPOKANE.—The Crown Paving Co. of Alberta, Canada, has brought suit against Walla Walla County for the return of $13,700, which was tendered in a certified check. At the time when the Walla Walla County advertised for bids upon the construction of the Donahue projects No. 1 and 2, the Crown Paving Co. through its president bid ?199,672 upon project one and $73,399 upon number two. These bids were lower than the others submitted ar.d the country commissioners accepted them. According to the rules of the advertisement the bids were accompanied by a cerffied check, which in the two instanct-s amount to $13,700. After contracting for the work, the Crown. Paving C»: refused to go farther in the matter and the country commi_sibnefs declared the money forfeited to the county .as the contract had to be awarded to the next lowest bidder who was several thousand dollars higher than the Crown Co.
