Contractor Hoard reports that $340,  NEARLY $100,000 WORTH  OF BUILDING PERMITS  ISSUED DURING WEEK  Indicating that building operations  are again commencing to show renewed activity after the quiescent period of mid-summer, it is announced  from the city building -inspector's  office that 56 building, permits issued  during the past'week authorized-construction of a total value of $98,000.  And this total was made up of comparatively small work, the largest single permit of the lot being for $15,000. Hardwood Floor  Company, Ltd., that a new branch  office is to he opened in Victoria in  the near .future.  The new Victoria branch will be in  charge of Mr. C. J. South End of Connaught Bridge  CONTRACTOR CANNOT  FINISH WORK IN TIME  MATSQUL—Although the big ditching contract which was awarded the  Northern Construction Company was  to have been completed by September  15, the work is a long way from being  completed yet and an extension of  time will have to be applied for to the  dyking commissioners. It is also stated  that several other ditching and dyking  contracts will probably be awarded  shortly.  A meeting is to be held in the Mats-  qui hall on Friday to consider measures to be adopted in connection with  the repairing and strengthening of the  Matsqui dyke. The big break in the  dyke on the' Well's place will be remembered. It is proposed to strengthen the dyke in that vicinity, and it'will  probably be proposed to widen the  dyke for a long stretch from the foot  of the mountain. J. A. Wilson is acting dyking inspector, and he is to be  at the meeting. LITTLE    HOPE    OF   ANY    RELIEF  IN   LOCAL   HOUSING  SHORTAGE.'  As the present active building season nearV its' end, it is becoming increasingly apparent that there is little  hope'of any immediate relief in the  increasingly acute local housing shortage.' Although new residences are' be:  ing built in Vancouver tor the last five  months at the'rate" of at least one a  day, this rate of increase has been  found' utterly-insufficient' to meet "the  continued "housing shortage.* City  Building Inspector A. J. Bird and other civic "officials who are -in"- close  touch with the situation through their  connection "with" the civic "operation  of the Soldier Housing Act, are of the  opinion that there is immediate1 need  lor at least 500 moderate priced dwellings in' the city. They "declare if that  number of* houses' were;'approaching  completion and ready for occupancy  next week, none of them would'need  to remain empty for more than a week  —always'provided the rents were'fair-  ly reasonable. - -  ■ About' forty new homes, ranging in  cost from $3000 to $5000, have been  erected under the provisions of the  Soldier Housing Act with the $300,000  allocation from the provincial government. This fund is now i about exhausted, and, despite the', continued  shortage and the' lengthy list"'of- soldier applicants who seek * loans to  erect homes, the city council has decided not to seek any further loans.  Nor can any further moneys be obtained' for this purpose, for British  Columbia's share of the " $25,000,00»  housing appropriation of the Dominion  Government' is now practically exhausted." ' "  Equally acute is the lack of suitable  accommodation in flats and apartment  houses.   With a few small exceptions,  no new apartment houses have been  built since'pre-war days, although the  demand for this clags of accommo'da-  tion of late has'led to'the conversion  of a number' of office' building- and  business blocks  into two.arid"three-  suite apartments.   The owners of such  converted   blocks, are    finding   their  premises quite remunerative now, despite the outlay required to 'fit "them  for apartments. It is expected the building will be completed about'the middle of November,  and will be- then at once entirely occupied, for practically the whole building has been already leased.  - The structure is a very substantial  one, three  stories in height,  of con  crete, face brick and steel construction, the aim being to mak'e the"building absolutely fireproof. The ground  floor is to be occupied by Mr. George  Weiler as a motor sales and auto accessories show room!' Between the  ground and first floors are fireproof  and sound proof floor's, for the "entire  firs., floor will be occupied by 'the  Spro'tt-Shaw Business C&Ilege. The  flipper floor' has' been specially designed  for occupancy by" the Elks' and .will be  laid out as billiard, lodge, lounge  and*  club rooms.  The building was designed by Architect Percy Fox, Brown block, Victoria,  and the general contract was awarded  to Luney Brothers, Victoria. The. sub-  contract6r8; all'Victoria firms, are now  engaged in - putting the finishing  touches to the building. The carpenter work is being done by Williams,  Trerise & ' Williams; plumbing and  heating by the Colbert Plumbing and  Heating Company, and the electrical  work'by Hawkins and Hayward. Building activity! mainly in dwelling  coristructibri,' is" shown by the returns  for "the'first seven months of the year,  in well over a million dollars increase  fn the value of^ construction  authorized, as compared with the whole of  last year.    And still the rate of construction is  admittedly not   keeping  pace with the demand.   Tbe prevailing  high pricesr for building material is  causing  many to postpone  the commencement of building operations ^until next spring in the hope ot a drop in  prices. KltcheU  BUILD 3000 NEW HOMES/  UNDER HOUSING SCHEME  ' OTTAWA.—Over tliree thousand  dwellings will have been constructed  throughout Canada under the housing  scheme by the end of the season, while  in some parts, where climate permits,  operations will go ahead in the winter.  In the early part of the year the  plan was not availed of as readily, as  had been expected. This was attributed to it not being understood properly, and also to shortage of labor  and material. Experience has shown  the desirability of some changes in the  legislation to suit different localities,  and this will .be made at the next  session of Parliament, so that greattr  progress is expected next year.
