Ritchie, Rep'tlve  FROST  DELAYS  WORK   ON  JAPANESE   MEMORIAL  The present spell of unusually frosty  . weather had    caused an    unexpected  and  unforseen  delay in  the  progress  of the work on the Japanese memorial  . which is being erected in Stanley Park  j l.-y  the Canadian Japanese Society  to  I commemorate the memory of the local  Japanese  who  took part  in  the great  j war   by  enlisting  with   the   Canadian  j forces. UNIQUE.PLAN   SOLVES  HOUSING  PROBLEM  Amid'the generalGemand for .more  dwelling to solve the housing problem  -which ' is more or. less acute all over  the continent, there Is one community  which, has tackled the problem in a  masterful way and appears to have  made a very promising start towards  .satisfactorily   solving   it.     Worcester.  Mass., is the scene of this unique pian  ■where   the    chamber   of    commerce  Lanks and manufacturers have formei  a   civic   organization   known   as   th.i  Worcester Housing Corporation. Sixty  five'houses, each containing three flats  of five and six rooms, were commenc  ed and their construction is now rap  idly approaching completion, and these  are to be followed by many more. The  houses  will  be  sold  to  the  working-  men at their cost to the corporation.  The local savings banks are co-opera  ting   with  the   corporation  and  have  agreed   to   take   first   mortgages   Tor  about 60 per cent of the value of the  property.  ;Stock issued 'to. the manufacturers bears six per cent, interest,)  and the corporation will carry second  'mortgages bearing six per cent, inter  est.  Such, in brief, is the system* which  is already being worked out and is attracting nation-wide interest, as evidenced by the letters of enquiry which  are coming to the headquarters of the  corporation from every section of the  Uniled States and also many cities in  Canada which are keenly interested in  the venture and the magnitude with  Avhich it. is being carried out. Nearly  every large community is having  trouble' in housing the people after  the stagnation in building in war.  years, so it is natural that this housing plan has brought Worcester much  .into the limelight.  The fir$t step was tasen on May 13,  when the chamber of commerce directors had their attention called to an  analysis of housing conditions by a  prominent real estate man of the city  who pointed out to them that Worcester's population in 1917.and 1918 had  increased by about the equivalent ot  2800 families, and that building permits for family 'accommodation had  not reached more than S00. This with  the absorption of the normal vacancy  list at the end of 1916, meant that  Worcester had fallen behind in family  accommodation by 2400 families. The  chamber of commerce immediately appointed a committee of manufacturers to make further investigations and  eubmlt a "plan for alleviating renting  conditions. The plan, when submitted, was recognized as a practical one  and despite the fact that it involved  the    expenditure   "of    $1,000,000, .  the f r  necessary financial arrangements were  made to provide for this sum.  On June 5, the corporation;was organized, and it was planned to erect  100    houses   having    accommodations,  for three families each, at a cost or  about  $1,000,000. _   Work has  progressed to the point, where all the land has  been purchased and the general  contract has, been let.    Joseph D. Leland  of Boston  was  selected as  architect.  Mr. ,Leland was vice-president of the  United   States   Housing   Corporation,  and it was largely under'his direction  that the government operations were  carried on throughout the country dur  ing the war.  The first contract calls for the erec  tion of 65 houses, which will provide  195 flats of five and six rooms each  As an evidence of the local interest  and the confidence felt by the peopl  of Worcester in the new corporation  the manager reports that he has  already received about. 150 application  for   the   purchase   outright   of   these  houses as soon as they are- completed  Preliminary estimates show that the  finished   cost   will   approximate ' $600  per room.   Rents will vary from $24 t  $33.    The   board  of  directors   of  the  corporation  is composed of men-con  nected  with  the  leading manufacturing plants of the city. The wharf will  require over 500 piles to be put in and  the company intend to take advantage  of the present fine weather to rush  work as fast as possible, as they have  many other pile driving jobs ahead pf  them.  The pile driving company recently  completed work on the piling foundations of the Dominion Shingle and  Cedar Company at Eburne, which was  burned down some months-ago. The  substructure is now all ready for the  erection of the factory proper.  Two other important piling jobs  which the company's staff completed  recently were a wharf at Half Moon  Bay for the Dominion Government and  repairs to the Government wharf at  Comox.
