VANCOUVER—Following upon the strong insistence of the school board that the submission of two money bylaws to the electorate at the coming election was absolutely necessary in the interests of education, two money by-laws were introduced and given their first reading at Monday night's meeting of the city council. One by-law was for an unstated amount, the exact sum being left blank for the present until it is ascertained what shrinkage there will be on a loan in order to get $75,000 clear for the school board for construction purposes. The formal ratification by the ratepayers of the transfer of various sum and unexpended balances of bylaws voted for other purposes and amounting in all to $66,000, to be used for other purposes. es, owing to the inability of some of the mainland engineering plants to handle the work. These cargo winches are part of the auxiliary equipment to be installed aboard the wooden steamers now under construction on this coast. Since taking over, the contract for cargo winches, Hutchinson Bros, have made good progress in turning out the deck machinery. At the Victoria Machinery Depot a good start has been made on the boiler contract. Twelve boilers of the Howard watertube type have been contracted for with the .Munitions Board. A number of the boiler casings are under way, and from this time forward good progress will be seen on the contract. Yarrows, Ltd., of Esquimalt, are making a splendid showing on the contract which calls for the casting of 30 propellers. The big castings are being turned out in fine shape at the Lang Cove plant.
