The present city council of Victoria will go down in history—at least in the minds of those directly engaged in the building and allied trades—as one 'of the most unfair aggregations of civic legislators who ever held forth at the capital's city hall. These aldermen achieved unenviable .notoriety by their action in awarding to their own city engineer the contract of building the sub-structure of the new Johnson street bridge. Despite the fact that three reputable Vancouver flrms.tend- ered~on the work, any one of ;.whom was well qualified to carry dut^this important undertaking, the council accepted a' tender submitted by jCity En-, gineer P. M. Then too, it is a safe bet' that the city engineer did not allow for "any depreciation of plant r.e- quired in the expensive operation* of sinking these bridge piers. Such expensive items as water service and lighting 'and cost of 'financing will also be supplied free to the "contractor" in, carrying'out this project, and he will also probably have the "loan" of some of the city's construction foremen and city trucks to deliver material at the site, to say nothing of no overhead expenses for housing plant land material and civic machinery al- ! ready in existence for engaging workmen. But .if in i spite of all these manifold and overbalancing advantages, the city engineer has*to go back to the council for an additional appropriation to complete his "contract," it' will be interesting to hear how. some ; of the aldermen will square themselves "with the Victoria citizens. Very probably some of the aldermen concerned in this drastic and peculiar piece of construction procedure will jjot have the chance to remain in power to %ee the completion of the project they have so suecessfuly bungled-at its inception. - This unfair method adopted by the council of .handling public works on which reputable contractors tender for the erection of the bridge superstruc trie Railway Company, which was \von by. the holder of ticket No. -17-13. To szfy that the show was a .complete success is but putting it mildly and the "very novelty of the affair proved one of its strongest drawing cards. Aside from the success that "was achieved in a mere monetary way from tho attendance, the more concrete results that arc sure to accrue in' the sale of labor saving electric devices and the education which the public has received in the vajue of electrical. utensils and similar improvements will bo apparent for many months. It is planned to hold another show next year on an even larger and more attractive scale .than the one just- closed: circumstances under which ' the' city engineer's bid was submitted an* the manner in which he proposes to carry, out the work; the wonder of it is that It was only 15 per cent, lower'- than any of the competing bids from p*riVate contracting firms. Perhaps, if jeither. of these firms were allowed to tender under the same conditions; their bid might*.have been as much si 25 per cent. lesB. The Record was published by the Record Publishing Company, which had previously published the paper under a number of different titles, including the Daily Building Record and the British Columbia Building Record. The Record subsequently evolved into the Journal of Commerce. |
