TIME   OF   TENDERS  is over, the present slackness in the  building trade—if such it can be called—is simply a breathing spell, while  those   who   have   been   deferring  the j  starting of many important construe-j  tion jobs  take  stock of  the  changed!  conditions since the outbreak of wan  and modify their plans to existing,conditions   and   the   advanced   prices   of  building materials.
