The contract for the erection of the  latest type of motion picture palace  on the southeast corner of Yates and  Blanchard streets was signed today  by BurdJek Bros., Ltd., owners of the  property, and the Famous Players  Canadian -Corporation, the Canadian  company of the Famous Players Las-*  ky, Corporation, of New .York, which  dominates 'the movie field In .England  and other parts of the world as well  as this continent.  The new theatre will accommodate  1,500 persons , which will „. make It  Jabout'stlte same' size as'tlifr Royal- Vic*;  toria theatre. It will be^/equipped with  a large pipe organ, with a big' symphony orchestra, which will furnish  the musical prdgramme.  Area of 10,800 Square Feet.  The new Famous Players Theatre  here is to be known as the "Capitol."  The main entrance will be on Yates  Street, where the frontage ys 60 feet.  The depth along Blanchard Street of  the main part of the property is 120  feot. R. box-cars in process of  loading were burned early this morning in a spectacular fire at the Mc-  Nair Shingle Company's new plant at  the head of Burrard 'Inlet. The loss  is estimated to be in the vicinity of  $75,000.  POINT  GREV PERMITS  FOR WEEK TOTAL $46,605  A splendid showing in the building  line has been made during the past  week in the Point Grey section, the  total of 19 permits having been issued for structures aggregating a total  of $46,605. Of the 19 structures on  which permits were issued by the  building inspector, 16 were residences  for which the total cost was placed  at $46,035 and 3 were for garage buildings. The residential construction in  that vicinity has been very active in  both large and conservative sized  dwellings this season. Bay. 3179  Bertdenoe Fhone: Bay. 67  Peter Tardiff  General  Contractor  = REPAIRS AND ALTERATIONS  1121 Bidwoll St.      Say.7898 R  MORRISON   FIRE   REPORT   BRINGS  NEEDED  IMPROVEMENT  IN  INSPECTION  As is often the case, it needs some  serious disaster or terrible accident  often resulting in the loss of many-  precious lives, to remedy some particular condition of affairs which common sense and proper inspection  might have remedied Jong before the  toll of life was taken to,say nothing  of the -generally heavy property loss.  Two such instances were the historic  Iroquois Theatre fire in Chicago some  10 years ago, and the recent Balmoral  Apartments fire right here in Vancouver. In the case of the Iroquois theatre,, after a loss of several hundred  budding young lives, the costly object  lesson was taken to heart and-resulted in the most extensive remodelling  and alterations to theatres all over  the world. • No single fire or accident  has ever resulted in such a wholesale  overhauling .of existing theatres as  well as all classes of public buildings  as that disastrous blaze in Chicago,  and its effects in the way of constantly sought for improvements are still  being realized in the plans * and design of modern theatres, the aim being to make them' as nearly fireproof  as' possible and at the same time provide - ample exits; lack of the latter  being one of-the chief causes of the  heavy loss of life icr the-Iroquois thea-  tre fire. :. ••       '-,    . ■ f_      Z ,1-t-  Locally,' it remained for that terribly sudden and disastrous Balmoral  Apartments fire to bring out the fact  with tragic emphasis that fire hazard  conditions in many of the local apartment and rooming houses were, com-  paritively speaking, just as dangerous as those which existed in the case  of the Iroquois and many other fire-  trap theatres over a decade ago. The,  city council did a wise thing' in asking Mr. Justice Morrison to hold a  legal enquiry into the responsibility  for this fire and the loss of five lives,  and while the report -which his lordship submitted on that Investigation  did not go quite as far in.fixing that  responsibility .as might be desired, it  has certainly impressed on the city  council the absolute necessity for  more vigorous and careful inspection  of all classes of 'public buildings and  apartment houses.  The    additional fire"  wardens,  and  building inspectors who were recently  appointed on authority of the City  Council, have already fully justified  their appointment by the results of  the first couple of weeks of their activities. They have shown that in  many instances it was indeed high  time more careful inspection of buildings not only from a fire hazard but  also from the standpoint of structural  safety, was carried out in the congested portions of the city. We have  no desire to pose as alarmists but the  fact might as well' be faced that there  are dozens, yes, scores, of buildings  in Vancouver which were erected  from 20 to 25 years ago, and whose  structural condition today leaves room  for grave doubt in regard to their  safety.- An instance of this was  brought to light by one of the newly  appointed inspectors a couple of weeks  ago in a leading east end theatre. The  main support posts of the building  were found to be affected by dry rot  to such an extent that a'roan might  have kicked the post to pieces and  Samson-like, brought down the house  upon him and others. A big warehouse which carries a large stock of  goods on each of its five floors and at  times has several score of men employed in it, was also found to be suffering from dry rot which had affected  an important part of the structure to  such an extent that the jar of a heavy  truck against a crumbling pillar  migh have caused the instant collapse of the whole structure.  The Morrison report on the Balmoral fire may be a good deal like locking up the stable after the engine has-  been swiped, but it looks as if it was  the prelude to a lot of repair work  for local architects and contractors.  That the necessity exists for much  repair work to render many old buildings structurally safe 'for further use,  there is no doubt. It is a safe bet that  the reports of the additional building  inspectors are [ going to show .that  many buildings need attention and it  only remains for the city council to  back up its inspectors and insist that  these necessary repairs be carried out.
