BUILDINGS IN LONDON AND NEW YORK The question is being hotly debated Ian Eastern American as well as, old veontry architectural and building circles, whether London and other : BngUsh cities 'should how, in the interests of commercial building, run to "".skyscrapers'" in the New York fashion.. The latest convert to the sky- recraper idea in London is Sir Martin Conway, whose view is that the east -Boil of .London should be "flattened and then up-ended,'* says a writer in the Manchester Guardian. His sup- t;porters picture Whitechapel Road, for ^instance, as a series of green spaces Vitk buildings of twenty stories or so St intervals, which would amply house cxnore than the present population. His critics do not hesitate to suegest that -only his pre-eminence as a mountain- -?cer-can account for his wish to see 1 "the city, landscapes dominated by such architectural peaks. Thejnore serious opponents of the change hold that the real remedyfof congested cities must be found in,-the*" development, of garden suburbs, and '.that the building of skyscrapers would >tnHf retard a sane and healthy distri- .'.Iraiion of population. Some real good -may come out of the controversy, for at leasts it sets people thinking of the --essential character of the cities on m-fcich they dwell, and the form that changes in that character should take. *Xne London building line'Is at pres- cnt'about 100 feet. Where that is ex- roeeded it is by the spires and domes -«I great national and religious build- ings, which naturaliy" thus stand out prominently. A general license to forego the.limitation would alter the whole .face of London, and buildings that are not less jewels because they are small, such as the Abbey and a score of lesser churches, would be - dwarfed by vast commercial and residential structures. ■ On the other hand, New York is a freak city. It has made in a wonderful way the very most, of its physical handicaps. It could not run to length and breadth, and it has therefore run "to height. London, Edinburg and Buhlin are under no such limitations and it will be an ill day for their distinctive beauty when a Woolworth building looms over Princes' Street or "Piccadilly. Yet there is something to be said on the aesthetic as well as the ■practical side for the solidly-built flats that distinguish Glasgow and Edinburg, some parts of London' and al- jnost all the great continental cities. So far as appearance 8counts, they afford a chance for architectural -treatment, for dignified facades and noble proportions^ such as the cottage dwelling cannot have. From the point of view of convenience, fun on the PLANT WILL COST $5,000 "Tn a recent issue oi The Record it was inadventently stated that the contract for tie Installation of the new heating plant at the Carnegie Library would tost $3,000. , The old installation comprises two tubular, hot-air, bricked-in furnaces, , instead of low- pressure •. steam" boilers as stated, which is being carried out by Mus grave, Limited, will cost in the neighborhood of $5,00*. JAPANESE GOVERNMENT TO LET BIG CONTRACTS SAN FRANCISCO.—Contracts for $25,000,000 worth of railroad supplies and electrical mining machinery are to be let by .the Japanese Government in connection with the work of standardizing the track gauge of the Imperial Government railroad ^between Kobe and Tokio, Joseph Starr, a representative of the line, said on his arrival here today. Mr. Starr declared he had come to the United States to let contracts for some of the materials. - I; 1 ,NEW DAIRY PLANTS N*''" WILL COST $600,000 SEATTLE.—Washington daily men will soon build utility plants costing approximately $600,000, capable of handling 500,000 pounds of milk daily with"an annual output of an estimated value of about $8,000,G00. These plants will manufacture the milk into butter, milk powder and cheese. * One of these plants* located at Lyn- tien, Wash., will cost $150,000 and will be'able to handle 100,000 lbs. of milk daily*.,. Skagit County dairymen are building a $260,000 plant at Burlington with a daily output of 250,000 lbs. of milk. Lewis and Pacific County dairymen have pooled their interests to build a plant at Chehalis costing $175,000 and with a daily output of 150,0*00. Refusal of the logging concerns to supply coast mills with logs unless their price is assented to may lead to the closing down of several mills in the near future, in fact a few have already shut down and are effecting repairs to the plants preparatory to an adjustment of the . difficulty. At the present time there is but a twenty day supply of logs available, according to information suplied by a prominent logger, who 'poo-poohed" the suggestion in a recent Seattle paper that the »mills have, a three- months' supply on hand and' therefore need worry little about the Jiew demands of loggers. Defoxe HIGH COST OF LOAFING IS /.KEENLY - AFFECTING' BUILDING ,' 'The building situation is confronted by a condition, not,a theory. Prices are high and show,a tendency to go higher. Wages are high with an upward trend. When prices rise wages must follow. When wages go up, prices must keep pace. Tlie wage earner demands that prices drop while wages remain stationery or even continue to go up. The employer of labor has about given up all hope of declining wages, but insists that prices must rise while wages. stay put. And between these two inexorable millstones right in the dead centre of the vicious circle are some millions of salaried workers who call upon Heaven to witness that whatever happens they must pay.
